Description

Title 10 CFR Part 50, Appendix B, Criterion III, Design Control, requires, in part, that measures shall be established to assure that applicable regulatory requirements and the design basis for those structures, systems, and components are correctly translated into specifications, drawings, procedures, and instructions. Contrary to the above, from initial construction until January 13, 2013, the licensee failed to establish measures to assure that applicable regulatory requirements and the design basis were correctly translated into specifications, drawings, procedures, and instructions. Specifically, the licensee failed to control the design inputs to ensure that piping in the chemical and volume control system would perform acceptably during a seismic event. This finding is of very low safety significance (Green) because a chemical and volume control system piping failure event is enveloped by the small break loss of coolant accident as described in Updated Safety Analysis Report Section 14.5.5. This issue was entered into the licensees corrective action program as CR 2013-01796.
