SUMMARY

FOR THE TELEPHONE CONFERENCE CALL FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION March 03, 2008 In this telephone conference call, the U.S. Nuclear Regulatory Commission (the NRC or staff) and representatives from FirstEnergy Nuclear Operating Company (FENOC) discussed the error that was discovered in calculated Upper Bound Benefit (Benefit at UB) in Table 8.0-1, which provides the results of the Beaver Valley Power Station severe accident mitigation alternatives (SAMA) sensitivity evaluation for Units 1 and 2.

FENOC explained that they were notified on Friday, February 29, 2008, that this error existed.

The on-site core damage frequency (CDF) contribution was inadvertently omitted from the calculation, and correcting the calculation for this error increased the Upper Bound Benefit value by some 5-10% (generally) for Unit 1. A row by row review was performed for Table 8.0-1 (page C.1-122), and this review validated the fact that none of the SAMA conclusions were affected, i.e., the results of the evaluations remain the same.

Furthermore, FENOC explained that during the initial review of the sensitivity analysis problem, it was also noted that the CDF95/CDF ratio for Unit 1 had been inadvertently used for the Unit 2 calculation; this had the effect of actually lowering the Benefit at UB for Unit 2 by some 10-15%

(generally). Again, the results of the SAMA evaluations did not change.

FENOC articulated that because the specific problems of the sensitivity analysis were initially not well-defined, they placed request for additional information (RAI) development on-hold until the details and potential overall impact could be determined. FENOC believes that the problem has been adequately characterized and they requested a two-day delay in their previous commitment for providing responses to the RAI, i.e., from March 5, 2008, until March 7, 2008.

NRC staff deemed this to be acceptable.

FENOC agreed to correct Table 8.0-1 for both units by submitting errata to the Environmental Report by March 18, 2008. FENOC also stated that a condition report would be generated to document this occurrence within the corrective action program.
