Nuclear Regulatory Comrnission ATTN: Document Control Desk Washington, DC 20555 Haddam Neck Plant On-Shift Dose Assessment Caoability The NRC's Emergency Preparedness Position (EPPOS) No. 3 regarding On-shift Dose Assessment, clarified the Staff's position regarding the need for control room personnel to perform dose assessments. Specifically, EPPOS No. 3 states that "... licensees must retain the capability to perform dose assessment using effluent release information and real-time meteorology at all times."

Accordingly, this letter is to inform you that the Connecticut Yankee Atomic Fower Company, is taking the following actions to meet the EPPOS No. 3 recommendation.

The Haddam Neck Plant (HNP) Emergency Plan is being revised to include on-shift staff personnel to perform dose assessments. The following commitments are provided in this letter. Other statements within this letter are provided for information only.

CY-97-060-1 A new Emergency Plan implementing Procedure (EPIP) will be developed by August 31,1997 to provide the capability for on-shift personnel to perform dose assessments using effluent release information and real-time meteorology. ,

CY-97-060-2 The on-shift Shift Managers Staff Assistant will be trained to h perform real-time dose assessments using the new EPIP. l Upon implementation of the HNP Defueled Emergency Plan submittal to the NRC on May 30, 1997 W and corresponding EPIPs the Shift Manager will provide dose assessments and, when the Defueled Emergency Response I Organization (DERO) is activated, dose assessments will be performed by the DERO staff.
