Haddam Neck Plant I Proposed Revision 1 to the I Quality Assurance Program This letter, in accordance with 10CFR50.54(a)(3), transmits proposed Revision 1 of the I Connecticut Yankee Quality Assurance Program (CYQAP) for your review and !
approval. Connecticut Yankee Atomic Power Company (CYAPCO), in a letter dated )
February 20,1997(U announced that CYAPCO adopted, in its entirety, the Northeast Utilities Quality Assurance Program (NUQAP) Topical Report, Revision 18 as the
" Quality Assurance Program for the Haddam Neck Plant", Revision 0. The adoption of the NUQAP as a Connecticut Yankee (CY) document was a purely administrative action which allows CYAPCO to change the QA program independently of the Millstone plants. Changes, independent of Millstone, will be required to meet the needs of the l Haddam Neck Plant (HNP) which, in a letter dated December 5,1996(2) announced the decision to permanently shutdown the HNP.
Proposed changes and an overview of the proposed changes are described in Attachment A, arranged in a sequence which coincides with the Topical Report sections. Attachment A does not discuss re-formatting, grammatical, editorial or typographical changes, in accordance with 10CFR50.54(a)(3)(ii).

CYQAP Section Revision Appendix C e Deleted the original Appendix C which contained a typical list of quality assurance procedures. Due to decommissioning status, (Formally Appendix D) procedures will be continually revised and reviewed in accordance with CY administrative procedures. These procMures will contain the provision for the Plant Operation Review Committee (PORC) to approve procedures implementing QA or regulatory requirements CY Oversight is a member of the PORC and thereby reviews the procedures as part of the PORC meeting.
. The new Appendix C is a listing of the Regulatory Guide and ANSI Standards Commitments. The commitment to Regulatory Guide 1.70 was revisad to reflect CY specific criteria.
