This letter accompanies the material for the Callaway Plant Initial License Exam scheduled for February 24,1997. The following areas of discussion are included for some background on the methodology used during the examination preparation.

5) Exam Security WRITTEN EXAM Question Origin Four questions on the exam were taken from the Callaway Plant Exam Bank, none of which were used on the final audit exam or the last 2 NRC exams. The remaining questions were written new.

Development of the new questions used industry examples, lesson plans, plant procedures, plant events, modifications, Callaway Plant IPE/PRA, etc. The questions were developed per the submitted sample plan outline, and have been verified to sa.isfy the requirements of 10CFR55.41 and 10CFR55.43. ,

SRO Only Questions The SRO exam contains 27 questions that are diffferent from the RO exam. These questions were verified to test at the SRO level as defined by 10CFR$5.43b. Areas that are examined include:

Emergency Response Guideline Bases,. Technical Specification Bases, Technical Specification l Interpretations and Bases, Emergency Plan, Administrative Limitations, and Plant Vulnerabilities indentified in the Callaway Plant IPE/PRA.

l Cross Reference Instructions Each written exam sample plan K/A topics are numbered from 1 to 100. These are identified on the bottom of each written question as SR0 or RO followed by that number, ie SR0#44.

i Both the RO and SRO exams were generated in a random sequence and numbered from I to 100 l at the top of each question. To tie a specific exam question back to the sample plan K/A use the cross reference provided in attachment (7).

Tonic Overlan JPM - Admin Topics - Simulator Scenarios The simulator scenarios, administrative, and job performance measures (JPM) topics were selected to avoid overlap. A review was conducted after completion to ensure no single area was overemphasized.

The results from the Knowledge, Skills, and Abilities cross check are included in attachment (8) .

Cajlaway Plant Individual Plant Evaluation (IPE) / hobabilistic Risk Assessment (PRA)

The IPE/PRA was used as a source of reference for topics during the sample plan development.

Emphasis was placed on the top core damage frequency events and plant vulnerabilities.

Simulator Scenario Content / Difficulty  !

The three submitted simulator scenarios were evaluated against ES303, Competency Grading Worksheets.

l The instrument, component, and major malfunctions were determined to provide the situations that will allow discrimination between an incompetent versus competent operator. In all cases, inaction on the part l

of the candidate will result in adverse consequences to plant safety.

Exam Security l

All personnel gaining knowledge of the exam were required to read and sign the security agreement. 'Ihe number of personnel was kept to the minimum necessary for the deveopment and validation of exam material. 'ntree personnel from the plant were used for exam validation at which time it was stressed to them that they have no contact with the candidates from that point on until the exam is completed.
