LJ11LT1gTIONS AND ACTIONS

1. Transportation Accident in no longer considered a specific GSEP classification unless it meets the criteria of EAL 9, increased awareness of state and local offsite officials. A Transportation I Accident is defined as.a vehicular accident that occurs outside the protected area and;
a. A vehicle transporting radioactive materials or non-radioactive I hazardous material from a Commonwealth Edison generating station is involved in a situation in which; I

1) Fire, breakage or suspected contamination occurs involving a shipment of hazardous material (including radioactive material) in which a breach of the integrity of a shipping I 2) container has occurred or could possibly occur or; As a direct result of hazardous materials, a) A person is killed; or b) A person receives injuries requiring hospitalization; or i

c) Estimated carrier or other property damage exceeds '

$50,000,

b. Any other condition involving hazardous material transportation equivalent to the criteria listed in Item "a" above.

I 2. Transportation Accidents shall be reported us;ing commercial phone lines. The NARS Form will not be used to report Transportation l

Accidents since they are not a GSEP Classification.

3. Since a Transportation Accident is an offsite occurrence, the Corporate Officesniuclear Duty Of ficer may be notified of the situation prior to the Station. i
4. For Transportation Accidents that are not classified as a GSEP, l I notif 3 cation of the NRC 16 required within four hours per 10CFR50.72(b)(2)(vi).

REFER to the " Radioactive Shipment Binder" to find the specific l information regarding the shipment (Reference 6 or 7) and then use l Attachment B to provide the emergency response information. l I Attachment B contains three sections; Section 1, Radioactive Shipments: Section 2, Empty Package, instruments, articles and Limited Quantity Shipments; and Section 3, Burial Site or Processor l

Site Problems (Reference 5). l

3. If the incident involves shipment of new fuel, contact the on-call l Nuclear Engineer (Reference 5). l
4. NOTITY the following:
a. Bulk Power Operations. l
b. NRC Operations Center per LZP-1310-1, " Notifications".
c. The United States Department of Transportation.
d. The County and/or local emergency agencies nearest to the scene of the accident.
e. Illinois Emergency Management Agency (IEMA).
f. I111nois Department of Nuclear Safety (IDNS); REAC Office.
g. The appropriate State Emergency Management Agency if the accident occurred outside the state of Illinois.
h. The National Response Center as appropriate per Section 6.6.4 of the GSEP Manual.
1. If the shipment involves Special Nuclear Materials (i.e.,

enriched uranium 233 or 235, or contains any plutonium) the I 5.

Station Nuclear Materials Custodian should also be notified as soon as possible.

CLASSITY the Transportation Accident as a GSEP Unusual Event per I Condition 9, if it is determined increased awareness on the part of state and/or local offsite officials is warranted.

6. IMPLEMENT the GSEP per LZP-1110-1 " Station Director (Acting Station Director) Implementing Procedure" and activate the Station GSEP Group if an Unusual Event is classified.
7. DISPATCH personnel to the scene for evaluation as deemed necessary.
