1. Certain responsibilities of the Station Director or Acting Station Director MAY NOT BE DELEGATED. Those responsibilities which MAY NOi BE DELEGATED are as follows:
a. Declaration that an Unusual Event, Alert, Site Emergency, or General Emergency Condition exists. General categorization of emergencies may be done by ather plant personnel in accordance I with approved Station procedures. But the final decision to declare the emergency condition rests with the Station Directors and I

b. Decision to notify and recommend protective actions to offsite I authorities in the case where a condition exists and the Manager of Emergency Operations or Corporate Manager of Emergency Operations have not been contacted or are not prapared to make I an informed decision. In all other cases, the decision to notify and recommend protective actions to offsite authorities shall be made by the Manager of Emergency Operations or the Corporate Manager of Emergency Operations. This responsibility may not be delegated. Actual notification and transmittal of these recommendations may be delegated.

I c. Decision to authorize personnel exposure beyond 10CTR20 limits under emergency conditions. Whenever possible prior agreement between Station Manager, Commonwealth Edison Medical Department I and/or the Radiation Protection Director should be obtained before esposing individuals in excess of 10CTR20 limits.

d. Decision to request assistance from Department of Energy, Chicago Operations Office.
2. The responsibility for initial assessment of and response to an emergency rests with the Shift Engineer. The Shift Engineer is the Acting Station Director and has the Station Director's responsibility and authority until relieved of those responsibilities by a qualified Station Director. The Station Director, once having relieved the Shift Engineer of the Acting Station Director responsibilities, is responsible for continual assessment of the severity of the emergency and for the function of the Station Emergency Response Organization I as appropriate in accordance with guidance provided in the generic GSEP, the LaSalle GSEP Annex and station procedures.
3. The Shift Engineer, as acting Station Director, will take immediate action during an emergency and will activate the Station Emergency Response Organization as appropriate. In the Shift Engineer's absence or incapacitation, the line of succession ist

4. The licensee shall notify the NRC immediately after notification of the appropriate state or 39eal agencies and not later than one hour I AfitE the time the licensee declares one of the emergency classes.

1) PERFORM all nondelegable responsibilities as the Director in command and control as outlined in E.1.
2) ENSURE that notifications are made in accordance with I Reference 3 (i.e. SPSO, NRC and State and Local Agencies as required).

9) DETERMINE if the OSC is to remain activated at the Alert level.
10) MAINTAIN a record of GSEP related activities.

1) Keep the manager of Emergency Operations / Corporate MEO and NRC informed as to the status of the plant.
2) ASSIST the MEO/CMEO in the acquisition of information for I the NARS, NRC Event Notification Worksheet and State Agency Updates.
3) PROVIDE information and recommendations to the MEO/CMEO.
4) IMPLEMENT plans, procedures and schedules to meet emergency response objectives as directed by the MEO/CMEO.

'l 1. Transportation Accident in no longer considered a specific GSEP W classification unless it meets the criteria of EAL 9, increased awareness of state and local offsite officials. A Transportation I Accident is defined as a vehicular accident that occurs outside the protected area and;

a. A vehicle transporting radioactive materials or non-radioactive hazardous material from a Commonwealth Edison generating station is involved in a situation in which; g 1) Fire, breakage or suspected contamination occurs involving 5 a shipment of hazardous material (including radioactive material) in which a breach of the integrity of a shipping container has occurred or could possibly occur or; I 2) As a direct result of hazardous materials,

~g a) A person is killed; or 3 b) A person receives, injuries requiring nospitalizations or c) Estimated carrier or other property damage exceeds

b. Any other condition involving hazardous material transportation equivalent to the criteria listed in Item "a" above.
2. Transporta*lon Accidents shall be reported using commercial phone 13nes. The NARS Form will not be used to report Transportation Accidents since they are not a GSEP Classification.
3. Since.a Transportation Accident is an offsite occurrence, the
Corporate Offices / Nuclear Duty Officer may be notified of the situation prior to the Station.
4. For Transportation Accidents that are not classified as a GSEP, I notification of the NRC is required within four hours per 10CTRLO.72(b)(2)(vi).

e. Illinois Emergency Management Agency (IEMA).

g. The appropriate State Emergency Management Agency if the I

h. The National Response Center as appropriate per Section 6.6.4 of the GSEP Manual.

4. IMPLEMENT the GSEP per LZP-1110-1 " Station Director (Acting Station I Director) Implementing Procedure" and activate the Station GSEP Group if an Unusual Event is classified.
5. DISPATCH personnel to the scene for evaluation as deemed necessary.
