Gentlemen:

As you are aware, LILCO is currently engaged in two major programs at the Shoreham Nuclear Power Station site. The Shoreham Layup Implementation Program (SLIP) is essentially complete for the current defueled status of the plant. Future activities in this area will principally involve monitoring of the layed up systems.

l The second major program currently in progress is the Site l Characterization Program which will define the radiological l profile of the site. This program is expected to be physically I complete by April 30, 1990. During the course of this Site Characterization, LILCO has found radioactivity levels higher than expected in the reactor pressure vessel (RPV). We believe that these radiation levels are due to the presence of the incore neutron monitoring instrumentation (LPRMs , S RMs , IRMs) and other '

potentially contaminated or activated components such as control l blades. In order to obtain a more accurate profile of the RPV, LILCO intends to remove the neutron instrumentation and other

, selected RPV internals, and perform the RPV characterization I again.

I have discussed this condition and LILCO's intended actions with Mr. Stuart Brown of your staff during his recent site inspection.

It is my understanding from this discussion with Mr. Brown that I these type of activities, which are normal maintenance functions  ;

l performed under an operating license, are acceptable practices.
