Gentlemen:

The Long Islar.3 Lighting Company (LILCO) has reviewed Generic

. Letter 89-13 (reference 1) as it relates to the Shoreham Nuclear Power Station (SNPS). Commensurate with Shoreham's current non-operating and defueled condition, and consistent with the information previously submitted to the~ Commission by SNRC-1621 (reference 2) , LILCO has decided that the requirements and recommended _ actions of Generic Letter 89-13 as they pertain to SNPS will be indefinitely deferred. The deferred status of this Generic Letter request will be tracked on LILCO's computerized administrative tracking system.

Generic Letter 89-13 requests that licensees and applicants perform'the following or equally effective actions to ensure that their service water systems are in compliance and will be maintained in compliance with 10CFR50, Appendix A, General Design Criteria 44, 45, and 46 and Appendix B, Section XI:

o For open-cycle service water systems, implement and maintain an ongoing program of surveillance and control techniques to significantly reduce the incidence of flow blockage problems as a result of biofouling; 9001260059 9001g>e c ' O PDR ADOCK 05000322 P PDC

L o Conduct a test program to verify the heat transfer L capability of all safety-related heat exchangers cooled l L by service water; i L

! o Ensure by establishing a routine inspection and maintenance program for cpen-cycle service water system  ;

piping and components that corrosion, erosion, protective coating failure, silting, and biofouling j i cannot degrade the performance of the safetv-related i systems supplied by service waters o . Confirm that the service water system will perform its ~

! intended function in accordance with the licensing basis for the plant; and i

! o Confirm that maintenance practices, operating and  !

emergency procedures, and training that involves the  ;

service water system are adequate to ensure that i safety-related equipment cooled by tne service water system will function as intended and that operators of this equipment will perform effectively.

The-SNPS Reactor Building (RB) Service Water System (SWS) is an open-cycle system which uses Long Island Sound as an Ultimate i Heat Sink (UHS). In SNPS' non-operating and defueled condition, the RB SWS is currently OPERABLE, as described in reference 3 and ,

as, discussed with the Commission at the-July 28, 1989 LILCO/NRC l meeting. LILCO has opted, consistent with the deferral of the  ;

inservice inspection / inservice testing programs reported in  !

SNRC-1621, to also defer the activities associated with this Generic Letter. ,

LILCO has reviewed Generic Letter 89-13 to assess its '

applicability to SNPS in its current condition. In conjunction with this review, an evaluation was performed to determine the SNPS current SWS heat load. Our evaluation determined that the

heat load under the current plant condition (i.e., non-operating, defueled, and fuel stored in the Spent Fuel Storage Pool) is a maximum of 20% of that at full power load under Loss of Coolant Accident (LOCA) conditions. As a result, we have concluded that ,

a reduction in SWS cooling by nearly 80% could occur with no  !

detrimental effect.

Furthermore, (1) the UHS inzake canal continues to be monitored in accordance with SNPS Technical Specifications and has been dredged approximately one year ago; (2) the heat exchangers in service are monitored for blockage and are being maintained under ,

the SNPS preventive maintenance program; and (3) the chlorination system is operated to the limits of.New York State allowances to

, preclude biofouling. These efforts assure that the SNPS SWS will i l1 perform satisfactorily for the duties required while SNPS is in a

!/ non-operating, defueled condition. '

I LILCO assures the Commission that the deferred action will be  ;

tracked, and,'should the present SNPS situation change, the requirements and recommended actions of Generic Letter 89-13 will be addressed.
