Paul, ByletterdatedDecember09,2014(ADAMSAccessionNo.ML14343A926),PSEGNuclearLLC(PSEG)submittedalicenseamendmentrequestforHopeCreekGeneratingStation(HopeCreek)andSalemGeneratingStation(Salem),UnitNos.1and2.TheproposedamendmentwouldupdateHopeCreek,andSalem,UnitNos.1and2's,AppendixB,EnvironmentalProtectionPlan(NonRadiological).Specifically,therequestwouldmodifytheAquaticMonitoringsection,includingclarificationthatPSEGmustadheretothecurrentapplicableIncidentalTakeStatementoftheBiologicalOpinion,removeoutdatedprograminformation,andremoveunnecessaryorduplicativereportingtotheU.S.NuclearRegulatoryCommission(NRC),asapplicable.ThepurposeofthisletteristoprovidetheresultsoftheNRCstaff'sacceptancereviewofthisamendmentrequest.TheacceptancereviewwasperformedtodetermineifthereissufficienttechnicalinformationinscopeanddepthtoallowtheNRCstafftocompleteitsdetailedtechnicalreview.Theacceptancereviewisalsointendedtoidentifywhethertheapplicationhasanyreadilyapparentinformationinsufficienciesinitscharacterizationoftheregulatoryrequirementsorthelicensingbasisoftheplant.

ConsistentwithSection50.90ofTitle10oftheCodeofFederalRegulations(10CFR),anamendmenttothelicense(includingtheEnvironmentalProtectionPlan(Non Radiological))mustfullydescribethechangesrequested,andfollowingasfarasapplicable,theformprescribedfororiginalapplications.Section50.34of10CFRaddressesthecontentoftechnicalinformationrequired.Thissectionstipulatesthatthesubmittaladdressthedesignandoperatingcharacteristics,unusualornoveldesignfeatures,andprincipalsafetyconsiderations.

TheNRCstaffhasreviewedyourapplicationandconcludedthatitdoesprovidetechnicalinformationinsufficientdetailtoenabletheNRCstafftocompleteitsdetailedtechnicalreviewandmakeanindependentassessmentregardingtheacceptabilityoftheproposedamendmentsintermsofregulatoryrequirementsandtheprotectionofpublichealthandsafetyandtheenvironment.Giventhelesserscopeanddepthoftheacceptancereviewascomparedtothedetailedtechnicalreview,theremaybeinstancesinwhichissuesthatimpacttheNRCstaff'sabilitytocompletethedetailedtechnicalreviewareidentifieddespitecompletionofanadequateacceptancereview.YouwillbeadvisedofanyfurtherinformationneededtosupporttheNRCstaff'sdetailedtechnicalreviewbyseparatecorrespondence.
