Box 236, Hancocks Bridge, NJ 08038 SEND VIA EMAIL February 22, 2023 LR-E23-0018 National Marine Fisheries Service Greater Atlantic Regional Fisheries Office ATTN: Section 7 Coordinator 55 Great Republic Drive Gloucester, MA 01930 Incidental.Take@NOAA.gov SALEM AND HOPE CREEK GENERATING STATIONS BIOLOGICAL OPINION NER-2010-6581 2022 ANNUAL INCIDENTAL TAKE REPORT-STATION & REMP The U.S. Nuclear Regulatory Commission (USNRC) and the National Marine Fisheries Service (NMFS) concluded formal consultation under Section 7 of the Endangered Species Act of 1973, as amended, (ESA) on July 17, 2014, with NMFSs issuance of a final biological opinion and incidental take statement (ITS) for Salem Nuclear Generating Station, Units 1 and 2 (Salem), and Hope Creek Generating Station, Unit 1 (Hope Creek).
USNRC Amendment Nos. 308 and 290 to Renewed Facility Operating Licenses DPR-70 and DPR-75 for the Salem Nuclear Generating Station, Unit Nos. 1 and 2, and USNRC Amendment No. 198 to Renewed Facility Operating License NPF-57 for the Hope Creek Generating Station incorporating provisions of the incidental take statement became effective at the Salem and Hope Creek Generating Stations (Station) on the date of issuance, June 17, 2015. Pursuant to Terms and Conditions (T&C) Nos. 9 and 23 of the ITS, this report is being provided to detail interactions with ESA listed species at the Salem and Hope Creek Generating Stations for the 2022 reporting year.
In accordance with T&C #9 of the ITS, Table 1 summarizes the listed species interactions at the Station for the previous reporting year. There were no shortnose sturgeon collected at the Station during 2022. Tables 2 and 3 provide information regarding the collection under each category specified in the ITS. No sturgeon were collected during impingement sampling of the traveling screen wash water. There were no additional sightings of sturgeon or sea turtles in the vicinity of the Station that require reporting under the ITS.
National Marine Fisheries Service 02/22/2023 LR-E23-0018 During the 2022 reporting year, there were no interactions with a listed ESA species during Radiological Effluent Monitoring Program (REMP) sampling. Table 4 is submitted in satisfaction of T&C #23 of the ITS.
Table 5 of this report contains records of trash rack inspection dates and times for the seven days (168 hours0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br />) prior to each take listed in Table 1. As demonstrated by these records, PSEG routinely inspects the trash bars at least once per shift. No observations of threatened and endangered species were noted during these inspections of the trash bars. The one sturgeon listed in Table 1 that was recovered from the river had entered the south fish counting pool through the discharge pipe before being recovered by technicians, was not impinged, and was not noted during trash bar inspections.
PSEG submitted incident reports and sturgeon data reporting forms for each collection as specified in the ITS. The previously submitted reports contain additional detail and photographs for all collected specimens.
PSEG again requests direction from the NMFS on disposition of the additional sturgeon fin clips that have been collected since April 2020 pursuant to the ITS T&C #7 and #28.
PSEG directly shipped the last batch of fin clips to the U.S. Geological Survey Leetown Science Center, but has not received any results from that genetic testing. PSEG can ship another batch of fin clips to the USGS lab if so directed by NMFS.
PSEG confirms that we have renewed our arrangement with the Marine Mammal Stranding Center (MMSC) in Brigantine, New Jersey for 2023. PSEG will continue to rely upon the MMSC to provide any necessary assistance with the transport, evaluation, veterinary care, tagging and release of any future sea turtles recovered at the Station.
