ThepurposeofthisletteristoprovidetheresultsoftheNRCstaffsacceptancereviewofthisamendmentrequest.The acceptancereviewwasperformedtodetermineifthereissufficienttechnicalinformationinscopeanddepthtoallow theNRCstafftocompleteitsdetailedtechnicalreview.Theacceptancereviewisalsointendedtoidentifywhetherthe applicationhasanyreadilyapparentinformationinsufficienciesinitscharacterizationoftheregulatoryrequirementsor thelicensingbasisoftheplant.
ConsistentwithSection50.90ofTitle10oftheCodeofFederalRegulations(10CFR),anamendmenttothelicense (includingtheEnvironmentalProtectionPlan(NonRadiological))mustfullydescribethechangesrequested,and followingasfarasapplicable,theformprescribedfororiginalapplications.Section50.34of10CFRaddressesthe contentoftechnicalinformationrequired.Thissectionstipulatesthatthesubmittaladdressthedesignandoperating characteristics,unusualornoveldesignfeatures,andprincipalsafetyconsiderations.
TheNRCstaffhasreviewedyourapplicationandconcludedthatitdoesprovidetechnicalinformationinsufficientdetail toenabletheNRCstafftocompleteitsdetailedtechnicalreviewandmakeanindependentassessmentregardingthe acceptabilityoftheproposedamendmentsintermsofregulatoryrequirementsandtheprotectionofpublichealthand safetyandtheenvironment.Giventhelesserscopeanddepthoftheacceptancereviewascomparedtothedetailed technicalreview,theremaybeinstancesinwhichissuesthatimpacttheNRCstaffsabilitytocompletethedetailed technicalreviewareidentifieddespitecompletionofanadequateacceptancereview.Youwillbeadvisedofanyfurther informationneededtosupporttheNRCstaffsdetailedtechnicalreviewbyseparatecorrespondence.
