BASES34.7.9FIRESUPPRESSION SYSTEMSTheOPERABILITY ofthefiresuppression systemsensuresthatadequatefiresuppression capability isavailable toconfineandextinguish firesoccurring inanyportionofthefacilitywheresafetyrelatedequipment islocated.Thefiresuppression systemsconsistofthewatersystem,sprayand/orsprinklers, CO,Halonandfirehosestations.

Thecollective capability ofthefiresuppression systemsisadequatetominimizepotential damagetosafety-related equipment andisamajorelementinthefacilityfireprotection program.IntheeventthatoneormoreC02suppression systemsrequiring automatic actuation mustbeisolatedforpersonalprotection topermitentryforroutinetours,maintenance, construction, orsurveillance testingintheprotected area,thefiredetection system(s) requiredtobeOPERABLEbySpecification 3.3.3.7shallbeverifiedtobeOPERABLE.

Isolation ofanautomatic C02suppression systemtemporarily putsthissysteminamanualactuation mode.Relianceonthefiredetection system,inconjunction withtheabilitytomanuallydischarge theCOsuppression systemwillprovideadequatefireprotection forperiodswhenpersonnel arerequiredtoworkintheseareas.Intheeventthatportionsofthefiresuppression systemsareinoperable, alternate backupfirefightingequipment isrequiredtobemadeavailable intheaffectedareasuntiltheinoperable equipment isrestoredtoservice.Whentheinoperable firefightingequipment isintendedforuseasabackupmeansoffiresuppression, alongerperiodoftimeisallowedtoprovideanalternate meansoffirefightingthaniftheinoperable equipment istheprimarymeansoffiresuppression.

Backupfireprotection equipment willnormallytak'etheformofpermanently mountedfireextinguishers and/orfirehosestationsinornearthearea,orfirehosesroutedtotheaffectedarea.Intheeventthatthefirewatertanksbecomeinoperable, LakeMichiganmayserveastheirbackup.Twomanual,diesel-engine driven,vertical-turbine firepumpsratedat2000gpm,whichtakesuctionoffofLakeMichiganandprovidewatertothefiresuppression header,areadministratively controlled, Oneofthesepumpsmayserveasabackuptooneofthefiresuppression pumpsthattakesuctionoffofthetanks.However,itisnotourintenttorelyonbackupsystemsorothercompensatory measuresforanextendedperiodoftimeandactionwillbetakentorestoretheinoperable portionsofthefiresuppression systemtoOPERABLEstatuswithinareasonable period.Thesurveillance requirements provideassurance thattheminimumOPERABILITY requirements ofthefiresuppression systemsaremet.Whileperforming thesurveillances specified in4.7.9.1thefiresuppression watersystemisstillcapableofperforming itsintendedfunction.

Consequently, itisnotnecessary toentertheACTIONSTATEMENT specified in3.7.9.1whiletheSURVEILLANCES specified in4.7.9.1.1 arebeingperformed, unlessthetestedequipment failstheSURVEILLANCE.

BASES34.4.7.9Continued Thefiresuppression watersystemhasthreefirepumpscommontobothunitswhichdischarge intounderground ringheaders,Thereisonemotor-driven horizontal centrifugal firepumpratedat2500gpmthattakessuctionfromthefirewaterstoragetanks;andtwodiesel-engine-driven horizontal centrifugal firepumpsratedat2500gpmthattakesuctionfromthefirewaterstoragetanks.Havingacombination ofdiesel-driven andelectricmotor-driven pumpsinthesystemdesignisconsistent withNRCBranchTechnical PositionAPSCB9.5-1.TheflowpathscapableoftakingsuctionfromLakeMichiganarenormallyisolatedtoprecludezebramusselinfestation ofthesystem.Thepurposeofthecharcoalfilterfiresuppression T/Sistoaccountfordetection andsuppression offiresinthecharcoalfilters.Manualoperation ofthesesystemsisallowedbecausetwo-point heatdetection withcontrolroomandlocalannunciation oftroubleconditions isprovidedforthecharcoalfilters.TheOPERABILITY ofthefiresuppression systemprotecting thecharcoalfiltersisonlyrequiredwhenthereischarcoalinthefilters.Actuation ofspraywaterontothecharcoalfiltersrequiresboththemanualopeningofthesystemisolation valveandreachingthehightemperature alarmsetpointfortheautomatic openingofthesystemdelugevalve.Becauseoftheinaccessibility ofthelowercontainment topersonnel duringoperation duetoALARAradiation exposureconcerns, theuseofoneormoreCCTVsinthelowercontainment, tomonitorforfireandsmoke,isanacceptable substitute toanhourlyfirewatch,ifthefiresuppression systembecomesinoperable.

Allhourlyfirewatchpatrolsareperformed atintervals ofsixtyminuteswithamarginoffifteenminutes.Acontinuous firewatchrequiresthatatrainedindividual beinthespecified areaatalltimesandthateachfirezonewithinthespecified areabepatrolled atleastonceeveryfifteenminuteswithamarginoffiveminutes.COOKNUCLEARPLANT-UNIT1B3/47-8AMENDMENT NO,480,484 4."ttr~~IIJv BASES34.7.9Continued Acontrolvalveisdefinedasavalvethatwhencloseddoesnotleaveanalternate openflowpathtoasystem.Asectionalizing valveisdefinedasavalvethatwhencloseddoesnotpreventanalternate openflowpathtoasystemandhencedoesnotmakethefiresuppression watersysteminoperable.

Undercertainsituations, theclosureofasectionalizing valvefollowedbytheclosureofasecondvalvewillnotleaveanopenflowpathtooneofthespecified systems.Inthisinstance, ActionStatement cofSpecification 3.7.9.1isapplicable.

Manualactuation ofCOfiresuppression systemsprovidesadequatefireprotection fortheprospected areasbasedonOPERABLEfiredetection inthearea,lowcombustible

loadings, andpromptfirebrigaderesponsetoalarms.ManyoftheActionStatements takecreditforOPERABLEfiredetection inlieuofafirewatchwhenafireprotection systemisinoperable.

OPERABLEfiredetection providessufficient earlywarningcapability ofafiretotheappropriate ControlRoom.DuringSurveillance TestingofaLowPressureCOSystemwiththesysteminoperable, therequirement foracontinuous firewatchmaybesuspended duringportionsofthetestwhichresultormayresultinadischarge intotheCOprotected area.Similarly, ifaCOactuation occurswhichresultsintheneedtohavetheLowPressureC02Systemmadeinoperable, therequirement foracontinuous firewatchmaybesuspended.

Ineithercase,theareaaffectedshallberestoredtohabitability assoonaspracticable, afterwhichthecontinuous firewatchistobere-established ifthesystemisstillinoperable.

34.7.10FIRERATEDASSEMBLIES TheOPERABILITY ofthefirebarriersandbarrierpenetrations ensurethatfiredamagewillbelimited.Thesedesignfeaturesminimizethepossibility ofasinglefireinvolving morethanonefireareapriortodetection andextinguishment.

Thefirebarriersandfirebarrierpenetration sealingdevicesareperiodically inspected toverifytheirOPERABILITY.

Thefunctional testingofthefiredampersisprovidedtoensurethatthedampersremainfunctional.

Theventilation sealsareasealsaroundventilation ductworkpenetrating firebarriers.

Itisnotourintenttorelyonbackupsystemsorothercompensatory measuresforanextendedperiodoftimeandactionwillbetakentorestoretheinoperable portionsofthefireratedassemblytoOPERABLEstatuswithinareasonable period.Forthepurposeofdetermining OPERABILITY, anOPERABLEfireratedassemblyand/orsealingdeviceisonethatiscapableofperforming itsintendedsafetyfunction.

PLANTSYSTEMSBASESTheservicelifeofasnubberisevaluated viamanufacturer's inputandinformation throughconsideration ofthesnubberserviceconditions andassociated installation andmaintenance records(newlyinstalled snubber,sealreplaced, springreplaced, inhighradiation area,inhightemperature area,etc...).Therequirement tomonitorthesnubberservicelifeisincludedtoensurethatthesnubbersperiodically undergoaperformance evaluation inviewoftheirageandoperating conditions.

Theserecordswillprovidestatistical basesforfutureconsideration ofsnubberservicelife.Therequirements forthemaintenance ofrecordsandthesnubberservicelifereviewarenotintendedtoaffectplantoperation.

Thenumberofsnubberstobefunctionally testedduringeachsurveillance isbasedoncalculations performed toallowextension ofthesurveillance intervalfrom18monthsto24months,andtherefore, thenumberofsnubbersfunctionally testeddeviatesfromthenumberrequiredbytheWestinghouse StandardTechnical Specifications (NUREG-0452, Revision4).34.7.8SEALEDSOURCECONTAMINATION Thelimitations onremovable contamination forsourcesrequiring leaktesting,including alphaemitters, isbasedon10CPR70.39(c)limitsforplutonium.

Thislimitation willensurethatleakagefrombyproduct, source,andspecialnuclearmaterialsourceswillnotexceedallowable intakevalues.34.7.9PIRESUPPRESSION SYSTEMSTheOPERABILITY ofthefiresuppression systemsensuresthatadequatefiresuppression capability isavailable toconfineandextinguish firesoccurring inanyportionofthefacilitywheresafety-related equipment islocated.Thefiresuppression systemconsistsofthewatersystem,sprayand/orsprinklers, CO2,halonandfirehosestations.

Backupfireprotection equipment willnormallytaketheformofpermanently mountedfireextinguishers and/orfirehosestationsinornearthearea,orfirehosesroutedtotheaffectedarea.Intheeventthatthefirewatertanksbecomeinoperable, LakeMichiganmayserveastheirbackup.Twomanual,diesel-engine driven,vertical-turbine firepumpsratedat2000gpm,whichtakesuctionoffofLakeMichiganandprovidewatertothefiresuppression header,areadministratively controlled.

Oneofthesepumpsmayserveasabackuptooneofthefiresuppression pumpsthattakesuctionoffofthetanks.However,itisnotourintenttorelyonbackupsystemsorothercompensatory measuresforanextendedperiodoftimeandactionwillbetakentorestoretheinoperable portionsofthefiresuppression systemtoOPERABLEstatuswithinareasonable period.Thesurveillance requirements provideassurance thattheminimumOPERABILITY requirements ofthefiresuppression systemsaremet.Whileperforming thesurveillances specified in4.7.9.1.1 thefiresuppression watersystemisstillcapableofperforming itsintendedfunction.

Consequently, itisnotnecessary toentertheACTIONSTATEMENT specified in3.7.9.1whiletheSURVEILLANCES specified in4.7.9.1.1 arebeingperformed, unlessthetestedequipment failstheSURVEILLANCE.

Inaddition, anallowance ismadeforensuringasufficient volumeofHalonandC02intheHalonandC02storagetanksbyverifying eithertheweight,level,orpressureofthetanks.Thefiresuppression watersystemhasthreefirepumpscommontobothunitswhichdischarge intounderground ringheaders.Thereisonemotor-driven horizontal centrifugal firepumpratedat2500gpmthattakessuctionfromthefirewaterstoragetanks;andtwodiesel-engine-driven horizontal centrifugal firepumpsratedat2500gpmthattakesuctionfromthefirewaterstoragetanks.Havingacombination ofdiesel-driven andelectric-motor-driven pumpsinthesystemdesignisconsistent withNRCBranchTechnical PositionAPSCB9'-1.TheflowpathscapableoftakingsuctionfromLakeMichiganarenormallyisolatedtoprecludezebramusselinfestation ofthesystem.COOKNUCLEARPLANT-UNIT2B3/47-7AMENDMENT NO.

Undercertainsituations, theclosureofasectionalizing valvefollowedbytheclosureofasecondvalvewillnotleaveanopenflowpathtooneofthespecified systems.Inthisinstance, ActionStatement cofSpecification 3.7.9.1isapplicable.

34.7.10FIRERATEDASSEMBLIES TheOPERABILITY ofthefirebarriersandbarrierpenetrations e'nsuresthatfiredamagewillbelimited.Thesedesignfeaturesminimizethepossibility ofasinglefireinvolving morethanonefireareapriortodetection andextinguishment.

Thefirebarriersandfirebarrierpenetration sealingdevicesareperiodically inspected toverifytheirOPERABILITY.

Thefunctional testingofthefiredampersisprovidedtoensurethatthedampersremainfunctional.

Theventilation sealsaresealsaroundventilation ductworkpenetrating firebarriers.

Itisnotourintenttorelyonbackupsystemsorothercompensatory measuresforanextendedperiodoftimeandACTIONwillbetakentorestoretheinoperable portionsofthefireratedassemblytoOPERABLEstatuswithinareasonable period.Forthepurposeofdetermining OPERABILITY, anOPERABLEfireratedassembly/sealing deviceisonethatiscapableofperforming itsintendedsafetyfunction.
