t~46.0ADMINISTRATIVE CONTROLS6.2ORGANIZATION Continued FACILITYSTAFF6.2.2TheFacilityorganization shallbesubjecttothefollowing a.Eachondutyshiftshallbecomposedofatleasttheminimumshiftcrewcomposition showninTable6.2-1.AtleastonelicensedOperatorshallbeinthecontrolroomwhenfuelisinthereactor.Inaddition, whiletheunitisinMode1,2,3,or4,atleastonelicensedSeniorOperatorshallbeinthecontrolroom.Anindividual qualified inradiation protection procedures shallbeonsitewhenfuelisinthereactor.AllCOREALTERATIONS shallbedirectlysupervised byalicensedSeniorOperatortrainedorqualified inrefueling andCOREALTERATIONS (SO-CA)whohasnootherconcurrent responsibilities duringthisoperation.

e.Asitefirebrigadeofatleast5membersshallbemaintained onsiteatalltimes.Thefirebrigadeshallnotinclude3membersoftheminimumshiftcrewnecessary forsafeshutdownoftheunitoranypersonnel requiredforotheressential functions duringafireemergency.

Theamountofovertimeworkedbyplantstaffmembersperforming safety-related functions mustbelimitedinaccordance withNRCPolicyStatement onworkinghours(GenericLetter82-12).TheShiftSupervi'sor, Assistant ShiftSupervisor, andUnitSupervisor shallholdaSeniorOperatorLicense.TheOperations Superintendent shallmeetone.ofthefollowing:

(a)holdaSeniorOperatorLicenseatCookNuclearPlantorsimilarreactor,or(b)haveheldaSeniorOperatorLicenseatCookNuclearPlantorsimilarreactor,or(c)havebeencertified forequivalent senioroperatorknowledge, or(d)haveplantoperational knowledge consistent withtherequirements oftheOperations Superintendent job.IftheOperations Superintendent doesnotholdaSeniorOperatorLicense,thenanoperations middlemanagershallholdaSeniorOperatorLicense.Theindividual qualified inradiation protection procedures andthecomposition ofthefirebrigademaybelessthantheminimumrequirements foraperiodoftimenottoexceed2hours,inordertoaccommodate unexpected absenceprovidedimmediate actionistakentofilltherequiredpositions.

Themembership shallrepresent thefunctional areasoftheplant,including, butnotlimitedtoOperations, Technical Support,Licensing, Maintenance andRadiation Protection.

ThePNSRCmembership shallconsistofatleastoneindividual fromeachoftheareasdesignated.

Allmembers,including theChairmanandhisalternates, themembersandtheiralternates, shallbedesignated bytheSiteVicePresident/Plant Manager.PNSRCmembersandalternates shallmeetorexceedtheminimumqualifications ofANSIN18.1-1971 Section4.4forcomparable positions.

Thenuclearpowerplantoperations individual shallmeetthequalifications ofSection4.2.2ofANSIN18.1-1971 exceptfortherequirement toholdacurrentSeniorOperatorLicense.Theoperations individual shallmeettherequirements asspecified inSection6.2.2.h.Themaintenance individual shallmeetthequalifications ofSection4.2.3ofANSIN18.1-1971.
