INTRODUCTIONTheDonaldC.CookNuclearStationofAmericanElectricPowerServiceCorporationconsistsoftwo>lestinghousePNRunits(Unit1andUnit2).Eachunitconsistsofapresurizedwaterreactor(PllR)whichgeneratesabout3250megawatts(K0)ofheattogenerateabout1100~iWofelectricity.ThestationislocatedinBentonHarbor,Michigan.TheD.C.CookPlantutilizesapressurizedwaterreactorwitharadwastehold-upandtreatmentsystemthathasbeendesignedtokeepradioactivereleasesto"aslowasispractiblelevels.However,smallquantitiesofnoblegasesandradioiodinemaybereleasedtothesurroundingenvironment.Thequantitiesofradionuclidesreleasedtotheenvironmentareexpectedtobeminisuleandinsignificantasasourceofpotentialexposuretofloraandfaunainthearea.However,directradiationexposuretomanandradionuclideaccumulationsinvariouscomponentsoffoodchainstomanarecarefullymonitored.Theenvironmentalradiologicalmonitoringprogramisintendedtoservethefollowingpurposes:a)Toyieldaveragevaluesofradiationlevelsandconcentrationsofradioactivematerialinvariousmediaoftheenvironment.b)Toidentifysamplelocationsand/ortypesofsamplesthatdeviatefromtheaverages.c)Todocumentseasonalvariationsthatcouldbeerroneouslyinterpretedwhenthepowerstationisoperating.d)Toindicatetherangeofvaluesthatshouldbeconsidered"background"forvarioustypesofsamples.

ThebasicapproachfortheDonaldC.CookNuclearPlantistocon-trolthereleaseofradioactivematerialatlevelsfarbelowthatwhichwouldbeexpectedtocausedetrimentalimpactontheenvironment.Theenvironmentalradioactivitysurveillanceprogramwillbecloselycoord-inatedwithconditionsofplantoperationandsubjecttoperiodicreview.LevelsofenvironmentalradioactivityaresubjecttochangeforreasonsinnowayrelatedtotheoperationoftheD.C.CookNuclearPlant.Therefore,theradioactivitysurveillanceprogramhasbeende-signedtoincludereferenceor"background"stationsaswellas"indicator"stations.TheprogramissummarizedinTableI.ThisreportcontainsacompilationoftheresultsofanalysesofvarioustypesofsamplescollectedduringtheperiodJanuary1983throughDecember1983.

SECTION2SAPLINGPROGRAM AllsamplesarecollectedbyEberlinepersonnelandshippedtoEberline,AlbuquerqueLaboratoryinNewMexico.Thesamplecollectionproceduresremainedthesameasthosedetailedinthesemi-annualreportfortheperiod01Januarythrough30June]973.Uponreceiptofthesamples,theLaboratorystaffentersthesamplesinalogbookidentifyingthemastosampletype,collec-tiondate,andsamplecodenumberoflocation,thenv'erifiesthespecificanalysestobeperformedoneachsample.Thesamplesarethenstored,awaitinganalysis,onshelvesexpresslyforthispur-posetoassureaccountabili.tythroughtheLaboratoryprocesses.

Table1liststhesampleanalysisprogram-sampIetype,frequency,andthetypeofanalysisrequired.Table2liststheLLD's(LowerLimitsofDetection)fortheanaly-ticalprogram.TheseLLD'sarebasedontheRegulatoryGuide4.8.ForanalysesnotlistedinRegulatoryGuide4.8,FederalEPA,formerrequire-~mentsforsimilarprogramsorotherappropriateguidesareused.TheLLD'sarecalculatedatthe3a(99%confidence)level.TheGuidespecificallystatesthattheLLD'sarepriori,notaposteriori(afterthefa'ct)limitforaparticularmeasurement.Whenhowever,RG4.8orotherLLD'shavenotbeenachieved,afootnotegivingabriefexplanationhasbeeninserted.Mapsofsamplinglocationsareshownonpagesll-13.FigureIgivestheairsamplinglocations,FigureIIshowsother.samplinglocationsandTLDmonitoringlocations.
