APPENVDIXREVALUATIONOFAUXILIARYBUILDINGHVACDUCTPENETRATIONSANDCONTAINMENTSEISMICGAPSFORTHEDONALDC.COOKNUCLEARPlANT1.0IntroductionInMarch1983,areportentitled"Safe-ShutdownCapabilityAssessmentandProposedModifications"wasissuedfortheDonaldC.CookNuclearPlant,Units1and2.Thereportidentifiedthesafeshutdownsystemrequirementsrelativetothefireprotectionguidelinesof10CFR50AppendixR.Asaresultofthecontinuingfireprotectionprogramupgradeandmodificationimplementationprogram,IndianaandMichiganElectricCompanyidentifiedthefollowingareasofconcernwithrespecttoAppendixRconformanceattheD.C.CookNuclearPlant:1.Twenty-twoventilationductpenetrationspassthroughfireareafloors/ceilingsatvariouselevationsandarenotsuppliedwi'thfiredampers.2.Thefirezones/areasadjacenttotheContainmentBuildinghaveseismicgapswhichseparatethefloors,ceilingsandwallsofthesezones/areasfromtheContainmentBuilding.Eachoftheseconcernshasbeenevaluatedseparatelytodeterminetheirimpactontheplantsafeshutdowncapabilityintheeventofafire.Theanalysisaddressesthefollowing:1.Locationofsafeshutdowncomponentsandcircuits.2.Methodofsafeshutdowncomplianceusedinazone/areaofconcern.3.Existingandproposedfireprotectioncapabilities.4.Combustibleloadingofthezone/areaofconcern.Page1 TheMarch1983submittalwillbetheprimarysourceofinformationwithmoredetaileddatasuppliedasitrelatestospecificzones/areas.Thisanalysisincludesattachedfiguresandtablestoprovideabetterunderstandingofspecificconcerns.Eachconcernwillhaveamethodology,evaluationandconclusionsection.2e0VentilationDuctEvaluationMethodoloThisanalysishasbeencompletedtoprovidetechnicaljustificationfornotinstallingfiredampersintheventilationsystemductpenetrationswhichcommunicatebetweenfireareasverticallyfromelevationtoelevation.Theventilationductsassociatedwiththe22penetrationswerelocatedonHVACdrawingsshowingtheentireflowpathofeachduct.Penetrationsintozones/areasequippedwithratedfiredamperswereeliminatedandwhatremainedisdepictedonFigures1through8attached.Theregistersintheremainingductswerelocatedwiththedirectionofthearrowsoneachdefiningwhetheritis~~(~)or(g+).EachfigurerepresentstheelevationaoftheAuxiliaryBuildingshowingbothunits.Thecirclednumbersonthefiguresrepresentfirezones/areasfoundandthenumbersnexttothearrowsindicatetheregisternumberfoundincorrespondingI'ables1through6.Onlythefirezones/areascontainingtheductingofconcernarerepresentedonthefigures.Thefiguresareletter-codedtoidentifythefireareainvolvedanddefinedattheboundarieswiththeuniquemarkings.ForPage2 detailedboundariesofeachfireareaorzoneandspecificheSection2F~res2.1Thefiguresaremeantorregisterinafiregeneralarrangementdrawings,refertotPthrough2.11oftheMarch1983submittal.toindicatethepresenceoftheductzone/areaandnottoprovidespecificlocations'ithinthezone/area.Tables1through6identifythespecificAmericanElectricPowerServiceCorporationHVACdrawingnumberandthedrawingcoordinatestolocatetheregisters.The22ductpenetrationsandassociatedregisterswereevaluatedindividuallyasdepictedonthefigures.Theregisterswithinazone/areawereevaluatedwithrespecttosafeshutdowncomponentandcircuitlocations.TheMarch,1983submittalconsideredfiredamagetosafeshutdownsystems,componentsandcircuitswithinareasandzones.Thissameinformationwillbeutilizedasappropriatetoresolveissuesarisingfromtheregisterlocationswithinafirezone/area.Thegeneralapproachwasto1)considertheeffectonSectionIII.G.2compliance,i.e.,evaluatethedamagetoredundantsafeshutdownequipmentand/orcircuits,and2)considertheeffectonSectionIII.G.3,i.e.,evaluatedamagetoalternateshutdownequipmentand/orcircuits.Thus,whereanindividualductcommunicatedwithdifferentzonesorareas,theductpenetrationsandregisterswereevaluatedtodeterminetheimpactonthetwocasesjustdescribed.Bothcasesconsiderarea/zonecommunicationbetweenelevationsandatthefirearea/zoneboundarieswheretheductPage3 penetrationwasnotprovidedwithafiredamper.Theimpactofductsandregistersonsafeshutdownalsoconsidersthelocationofsuppressionanddetectionsystems,theamountofcombustiblematerialinthezone/area,andparticularlytheprovidedmethodofsafeshutdownasdescribedintheMarch1983submittal.Thestairwayscommunicatingbetweenelevationshavebeenprovidedwithautomaticsuppressionsystemstomaintainelevationsasseparatefireareas.Themechanicalandelectricalceiling/floorpenetrationsarebeingprovidedwithsealsinaccordancewiththeMarch1983submittal.Thecombustibleloadingvaluesandsurfaceareaspresentedaregivenfortheentirefirearea.Plantwalkdownshavebeenperformedandphysicalracewaylocationdrawingshavebeenevaluatedtodeterminethatthecombustibleloadinginthefireareasevaluatedisuniformlydistributedthroughthearea.Fireareascontainingconcentratedcombustibleswillbe,specificallydiscussedintheevaluationofthearea.2.1EvaluationofFiure1TheexhaustductrepresentedonthisfigureisdesignedtoremovewarmairfromvariousareasofUnit1anddischargestotheairshaftatthenorthendofFireZone44.Thisfigureshowstwoductpenetrations(30"x26"and72"x30").Thefollowingsummarytablesprovidethefireprotectionfeaturesandsafeshutdowncompliancemethodsforthezones/areasofconcern.Page4 AsshovninFigure1,theairshaftextendsuptothe633ftelevationwheretheexhaustfans,creatinganegativepressureintheairshaft,expelthewarmairtotheatmosphere.FireZone1,onthe573ftelevation,isaportionofFireAreaAvhichalsocontainsfirezones1AthroughlH.Thesafeshutdovncomponentswithinthisarea(RHRpumpsandassociatedcables)willbeprotectedfromfireasdefinedintheMarch,1983submittal.Theventilationductregistersinthisarea,asshovnonFigure1,arelocatedwithinthenorthsectionofFireZone1,vhichonlycontainsRHRpumpcables.ThecablesvithinFireZone1requiredforsafeshutdovn(RHRpumppowercables)arebeingprovidedvithfirevrappingandthusvouldnotbeaffectedbyhotgasesorcombustionproductsfromtheventilationregistersinthisfirezone.Inaddition,thefireareahasaverylowcombustibleloading(2666BTU/ft)withanequivalentfireseverityoftwominutes.Theareaalsocontainsautomaticdetectionvithineachfir'ezone.Themechanicalandelectricalpenetrationsthroughtheceilingtothe587ftelevationaresealedincludingthe30"x26"ventilationductexitingFireZone1intoFireZone6N.FireZone6NcontainstheductpenetratingfrombelowasshovninFigure1.FireZoneGNonthe587ftelevationisaportionofFireAreaB,whichalsocontainsFireZones6M,6S,5,64A,64B,65Aand65B.FireZone6NcontainsmotorcontrolcentersasveilasvariousredundantsafeshutdovnsystemPage6 componentcablesforUnitl.However,FireZone6N,asdescribedintheMarch1983submittal,willbeprovidedwithalternateshutdowncapability.Thezoneisalsoequipoedwithautomaticsuppressionanddetection(enhancedsinceMarch1983submittal).FireAreaBhasaverylowcombustibleloading(9331BTU/ft)withanequivalentfireseverityofsevenminutes.TheautomaticsuppressionsystemforFireAreaBcontainsapproximately168sprinklerheadswhichprovidecoverageforapproximately23,6004ft.Fiveofthesprinklerheadsarelocatedwithinatenfootcylindricalradiusoftheductpenetrationthroughthefloorandadditionalsprinklersarelocatedinthevicinityoftheregistersandremainingductwork.Thefireareaalsocontainsapproximately36ionizationtypedetectors.Theregistersintheareawiththeexceptionofregister5arealllocatedinthenorthsection(FireZone6N).Register5islocatedinfireZone6MwhichcontainsredundantsafeshutdowncircuitsandwhichhavebeenprovidedwithfirewrappingprotectionofoneredundantdivisionforeachunitasdescribedintheMarch1983submittal.FireZone6Misalsoprovidedwithautomaticsuppressionanddetection.Thesesystemsinconcertwithinstalledfirewrappingprovideadequateprotectionfromhotgasesandcombustionproductspotentiallytransmittedthroughtheventilationsystem.FireZone6Nisprovidedwithsealsinthemechanicalandelectricalceilingpenetrationstothe609ftelevation,includingtheventilationductexitingintoFireZone44N.Page7 FireZone44N,locatedonthe609ftelevation,isapartoftheFireAreaC,whichalsocontainsFireZones44S,44Athrough44H,and37.FireZone44Ncontainsmotorcontrolcentersandvariousredundantcablesofsystemsrequiredforsafeshutdown.AsindicatedonFigurel,alltheregistersarelocatedinthenorthend.Thelargeduct(72"x30")penetratingthefloorfromthe587ftelevationhassevensprinklerheadsatthe609ftelevationwithinatenfootcylindricalradiusofthepenetration.Intotal,FireAreaCcontainsapproximately240sprinklerheadscoveringanareaofapproximately20,000ftTheareaalsocontainsapproximately30ionizationtypedetectors.Adequatecoveragefortheductandtheregistersisprovidedbythesefireprotectiondevicestoensureadequateprotectionfromhotgasesandcombustibleproductspotentiallytransmittedthroughtheventilationsystem.Inaddition,FireZone44Nwillbeprovidedwithalternateshutdowncapability.AsindicatedinTable5-2inSection5oftheMarchl983submittal,bothFireZones6Nand44Nhavethesamesystemsandcomponentspotentiallyaffected.ThusthecommunicationofthetwozonesdoesnotaffectthecompliancestrategynorthesafeshutdownFi'~<~~<<CA~~g~~/u~~~gas).g/p'capability.~<~>>>>~~~~/p~)cuac,~Q~seuenrg~opsia~i~uP~m2..2EvaluationofFiure2Figure2hasasimilarductconfigurationasFigurel,butrepresentsUnit2.Thisfigurerepresentstwoductpenetrations(25"x28"and36"x24").Thefollowingsummarytablesprovidethefireprotectionfeaturesandsafeshutdowncompliancemethodsforthezones/areasofconcern.Page8 ThefirezonesarelocatedwithinthefireareaspreviouslydescribedintheFigure1evaluation,socombustibleloadingsandfireseveritiesarethesame.The573ftelevationisthesameastheUnit1side,includingthecableandcomponentconfiguration.TheHVACsystemconfigurationonthe587ftelevationissimilartoUnit1.FireZone6SwillbeprovidedwithalternateshutdowncapabilityandcomplianceinFireZone6MisdescribedintheFigure1evaluation.Thepenetrationthroughthefloortothe587ftelevationwithinFireZone6Shasonesprinklerheadtoprovidewatersuppressionintheimmediatevicinityoftheverticalrun.Thepenetrationareaofthe36"x24"ductisprotectedbyfoursprinklerheadsinFireZone44Swithinatenfootcylindricalradiusoftheducttopreventductrelatedfiredamage.Also,FireZone44Swillbeprovidedwithalternateshutdowncapabilitywiththeexceptionofthecomponentcoolingwaterpumpswhich,asdescribedintheMarch1983submittal,areprotectedtoensuretheavailabilityofatleasttwoCCWpumpsforsafeshutdown.2.3EvaluationofFiure3Figure3hasasimilarfigurerepresentsasingleconfigurationasFigure2,butthisductwithtwopenetrations(each44"x24").Thefollowingsummarytablesprovidethefireprotectionfeaturesandsafeshutdowncompliancemethodsforthezones/areasofconcern.Page10 3.0ConclusionsforVentilationDuctPenetrationEvaluationThisanalysishasbeencompletedtoprovidetechnicaljustificationfornotinstallingfiredampersintheventilationsystemductpenetrationswhichcommunicatebetweenfireareasverticallyfromelevationtoelevation.Thefireprotectionfeatures;e.g.suppressionanddetectionsystemsand/orthelowcombustibleloadingswithintheseareasprovideadequateassurancethatfiredamagerelatedtoventilationductingwillnotimpairsafeshutdowncapability,Themajoremphasis,however,shouldbeplacedonthemethodofcomplianceandsafeshutdownforeachofthefirezones/areasinvolved.Thecenterlinefirezonesonthe587ftand609ftelevationswillbeprovidedwithfirewrappingforsafeshutdowncircuits.Thenorthandsouthportionsofbothelevationsarebeingmodifiedtoprovidealternatesafeshutdowncapability.Elevations587,609and633havebeenmodifiedtoprovideadditionalautomaticsuppressioncoverage.Alsotheregistersbetweenandwithinelevationshavebeenevaluatedanddeterminednottocommunicatebetweenredundantsafeshutdowncomponentsorcircuits.Asinglefirestartinginoneofthefireareasofconcern,whicharecommunicatingthroughverticalundamperedducts,wouldnotaffectsafeshutdowncapability.Thetechnicalbasisforthisanalysisissummarizedbelow:(1)Existingsuppressionsystemsinareas/zoneswhichareprovidedwithautomaticsuppressionsystemswillextinguishthepostulatedfireandfirewillnotpropagateoutsideofthearea/zone.Page17 (2)Combustibleloadingcontainedinthefireareas/zonesofconcernisverylow.(3)Infireareas/zoneswhicharenotprovidedwithautomaticsuppressionsystems,therequiredsafeshutdowncomponentsand/orcablesarebeingprotected.(4)Afirestartinginanareacouldbeassumedtopropagatetotheadjacentareathroughverticalundamperedductpenetrations.However,safeshutdownoutsideoftheseareasstillcanbeachievedusingtheunaffectedtrainoralternatesafeshutdownmethod,Inconclusion,thisanalysisverifiesthatthesafeshutdownsystemrequirementsrelativetotheguidelinesofAppendixRarebeingmetandtheexemptionfrominstallationoffiredampersintheventilationductsisjustified.Page18
