ADM'ENISTRATIVECONTROLSshallbeapprovedbytheappropriatedepartmentheadaspreviouslydesignatedinwritingbythePlantManager.ThePlantManagershallapproveSecurityPlanimplementingprocedures,EmergencyPlanimplementingproceduresandPlantManagerProcedures'emporarychangestoprocedureswhichdonotchangetheintentoftheapprovedproceduresshallbeapprovedforimplementationbytwomembersoftheplantstaff,atleastoneofwhomholdsaSeniorOperatorlicense,anddocumented.Thetemporarychangesshallbeapprovedbytheoriginalapprovalauthoritywithin14daysofimplementation.Forchangestoprocedureswhichmayinvolveachangeinintentoftheapprovedprocedures,thepersonauthorizedabovetoapprovetheprocedureshallapprovethechangepriortoimplementation.Proposedchangesormodificationstoplantnuclearsafety-relatedstructures,systemsandcomponentsshallbereviewedasdesignatedbythePlantManager.Eachsuchmodificationshallbereviewed(referenceT/S6.5.3.1.e)byaqualified(referenceT/S6.5.3.1.d)individual/groupotherthantheindividual/groupwhichdesignedthemodification,butwhomaybefromthesameorganizationastheindividual/groupwhichdesignedthemodifications'roposedmodificationstoplantnuclearsafety-relatedstructures,systemsandcomponentsshallbeapprovedpriortoimplementationbythePlantManager.ProposedtestsandexperimentswhichaffectplantnuclearsafetyandarenotaddressedintheFinalSafetyAnalysisReportorTechnicalSpecificationsshallbeprepared,reviewed,andapproved.Eachsuchtestorexperimentshallbereviewedbyqualifiedindividuals/groupsotherthantheindividual/groupwhichpreparedtheproposedtestorexperimenttoassurecross-disciplinaryreviewasappropriatefortheproposedtestorexperiment.ProposedtestsandexperimentsshallbeapprovedbeforeimplementationbythePlantManager.IndividualswhoconductedthereviewsperformedintheaccordancewithSpecification6.5.3.1a,6.5.3.lb,and6.5.3.lc,shallbemembersoftheplantmanagementstaffpreviouslydesignatedbythePlantManagerandshallmeetorexceedtheminimumqualificationsofANSIN18.1-1971Section4.4forcomparablepositions.Eachsuchreviewshallincludeadeterminationofwhetherornotadditional,cross-disciplinaryreviewisnecessary.Ifdeemednecessary,suchreviewshallbeperformedbyqualifiedpersonneloftheappropriatediscipline.Eachreviewshallincludeadeterminationofwhetherornotanunreviewedsafetyquestionisinvolved.Pursuantto10CFR50.59,NRCapprovalofitemsinvolvingunreviewedsafetyquestionsshallbeobtainedpriortothePlantManagerapprovalforimplementation.f.TheEmergencyPlanandimplementingproceduresshallbereviewedatleastonceper12months.RecommendedchangestotheCOOKNUCLEARPLANT-UNIT16-11AMENDMENTNO.

EV~'DMINISTRATIVECONTROLSshallbeapprovedbytheappropriatedepartmentheadaspreviouslydesignatedinwritingbythePlantManager.ThePlantManagershallapproveSecurityPlanimplementingprocedures,EmergencyPlanimplementingproceduresandPlantManagerProcedures.Temporarychangestoprocedureswhichdonotchangetheintentoftheapprovedproceduresshallbeapprovedforimplementationbytwomembersoftheplantstaff,atleastoneofwhomholdsaSeniorOperatorlicense,anddocumented.Thetemporarychangesshallbeapprovedbytheoriginalapprovalauthoritywithin14daysofimplementation.Forchangestoprocedureswhichmayinvolveachangeinintentoftheapprovedprocedures,thepersonauthorizedabovetoapprovetheprocedureshallapprovethechangepriortoimplementation.Proposedchangesormodificationstoplantnuclearsafety-relatedstructures,systemsandcomponentsshallbereviewedasdesignatedbythePlantManager.Eachsuchmodificationshallbereviewed(referenceT/S6.5.3.1.e)byaqualified(referenceT/S6.5.3.l.d)individual/groupotherthantheindividual/groupwhichdesignedthemodification,butwhomaybefromthesameorganizationastheindividual/groupwhichdesignedthemodifications.Proposedmodificationstoplantnuclearsafety-relatedstructures,systemsandcomponentsshallbeapprovedpriortoimplementationbythePlantManager.ProposedtestsandexperimentswhichaffectplantnuclearsafetyandarenotaddressedintheFinalSafetyAnalysisReportorTechnicalSpecificationsshallbeprepared,reviewed,andapproved.Eachsuchtestorexperimentshallbereviewedbyqualifiedindividuals/groupsotherthantheindividual/groupwhichpreparedtheproposedtestorexperimenttoassurecross-disciplinaryreviewasappropriatefortheproposedtestorexperiment.ProposedtestsandexperimentsshallbeapprovedbeforeimplementationbythePlantManager.IndividualswhoconductedthereviewsperformedintheaccordancewithSpecification6.5.3.1a,6.5.3.1b,and6'.3.1c,shallbemembersoftheplantmanagementstaffpreviouslydesignatedbythePlantManagerandshallmeetorexceedtheminimumqualificationsofANSIN18.1-1971Section4.4forcomparablepositions.Eachsuchreviewshallincludeadeterminationofwhetherornotadditional,cross-disciplinaryreviewisnecessary.Ifdeemednecessary,suchreviewshallbeperformedbyqualifiedpersonneloftheappropriatediscipline.e.Eachreviewshallincludeadeterminationofwhetherornotanunreviewedsafetyquestionisinvolved.Pursuantto10CFR50.59,NRCapprovalofitemsinvolvingunreviewedsafetyquestionsshallbeobtainedpriortothePlantManagerapprovalforimplementation.TheEmergencyPlanandimplementingproceduresshallbereviewedatleastonceper12months.RecommendedchangestotheCOOKNUCLEARPLANT-UNIT2.6-11AMENDMENTNO.
