BASES34.7.9FIRESUPPRESSIONSYSTEMSTheOPERABILITYofthefiresuppressionsystemsensuresthatadequatefiresuppressioncapabilityisavailabletoconfineandextinguishfiresoccurringinanyportionofthefacilitywheresafetyrelatedequipmentislocated.Thefiresuppressionsystemsconsistofthewatersystem,sprayand/orsprinklers,CO,Halonandfirehosestations.Thecollectivecapabilityofthefiresuppressionsystemsisadequatetominimizepotentialdamagetosafety-relatedequipmentandisamajorelementinthefacilityfireprotectionprogram.IntheeventthatoneormoreC02suppressionsystemsrequiringautomaticactuationmustbeisolatedforpersonalprotectiontopermitentryforroutinetours,maintenance,construction,orsurveillancetestingintheprotectedarea,thefiredetectionsystem(s)requiredtobeOPERABLEbySpecification3.3.3.7shallbeverifiedtobeOPERABLE.IsolationofanautomaticC02suppressionsystemtemporarilyputsthissysteminamanualactuationmode.Relianceonthefiredetectionsystem,inconjunctionwiththeabilitytomanuallydischargetheCOsuppressionsystemwillprovideadequatefireprotectionforperiodswhenpersonnelarerequiredtoworkintheseareas.Intheeventthatportionsofthefiresuppressionsystemsareinoperable,alternatebackupfirefightingequipmentisrequiredtobemadeavailableintheaffectedareasuntiltheinoperableequipmentisrestoredtoservice.Whentheinoperablefirefightingequipmentisintendedforuseasabackupmeansoffiresuppression,alongerperiodoftimeisallowedtoprovideanalternatemeansoffirefightingthaniftheinoperableequipmentistheprimarymeansoffiresuppression.Backupfireprotectionequipmentwillnormallytak'etheformofpermanentlymountedfireextinguishersand/orfirehosestationsinornearthearea,orfirehosesroutedtotheaffectedarea.Intheeventthatthefirewatertanksbecomeinoperable,LakeMichiganmayserveastheirbackup.Twomanual,diesel-enginedriven,vertical-turbinefirepumpsratedat2000gpm,whichtakesuctionoffofLakeMichiganandprovidewatertothefiresuppressionheader,areadministrativelycontrolled,Oneofthesepumpsmayserveasabackuptooneofthefiresuppressionpumpsthattakesuctionoffofthetanks.However,itisnotourintenttorelyonbackupsystemsorothercompensatorymeasuresforanextendedperiodoftimeandactionwillbetakentorestoretheinoperableportionsofthefiresuppressionsystemtoOPERABLEstatuswithinareasonableperiod.ThesurveillancerequirementsprovideassurancethattheminimumOPERABILITYrequirementsofthefiresuppressionsystemsaremet.Whileperformingthesurveillancesspecifiedin4.7.9.1thefiresuppressionwatersystemisstillcapableofperformingitsintendedfunction.Consequently,itisnotnecessarytoentertheACTIONSTATEMENTspecifiedin3.7.9.1whiletheSURVEILLANCESspecifiedin4.7.9.1.1arebeingperformed,unlessthetestedequipmentfailstheSURVEILLANCE.Inaddition,anallowanceismadeforensuringasufficientvolumeofHalonandCOiintheHalonandCOistoragetanksbyverifyingeithertheweight,level,orpressureofthetanks.COOKNUCLEARPLANT-UNIT1B3/47-7AMENDMENTNO68"')gg8I 1tr*VaVSatPlIfI!

BASES34.4.7.9ContinuedThefiresuppressionwatersystemhasthreefirepumpscommontobothunitswhichdischargeintoundergroundringheaders,Thereisonemotor-drivenhorizontalcentrifugalfirepumpratedat2500gpmthattakessuctionfromthefirewaterstoragetanks;andtwodiesel-engine-drivenhorizontalcentrifugalfirepumpsratedat2500gpmthattakesuctionfromthefirewaterstoragetanks.Havingacombinationofdiesel-drivenandelectricmotor-drivenpumpsinthesystemdesignisconsistentwithNRCBranchTechnicalPositionAPSCB9.5-1.TheflowpathscapableoftakingsuctionfromLakeMichiganarenormallyisolatedtoprecludezebramusselinfestationofthesystem.ThepurposeofthecharcoalfilterfiresuppressionT/Sistoaccountfordetectionandsuppressionoffiresinthecharcoalfilters.Manualoperationofthesesystemsisallowedbecausetwo-pointheatdetectionwithcontrolroomandlocalannunciationoftroubleconditionsisprovidedforthecharcoalfilters.TheOPERABILITYofthefiresuppressionsystemprotectingthecharcoalfiltersisonlyrequiredwhenthereischarcoalinthefilters.Actuationofspraywaterontothecharcoalfiltersrequiresboththemanualopeningofthesystemisolationvalveandreachingthehightemperaturealarmsetpointfortheautomaticopeningofthesystemdelugevalve.BecauseoftheinaccessibilityofthelowercontainmenttopersonnelduringoperationduetoALARAradiationexposureconcerns,theuseofoneormoreCCTVsinthelowercontainment,tomonitorforfireandsmoke,isanacceptablesubstitutetoanhourlyfirewatch,ifthefiresuppressionsystembecomesinoperable.Allhourlyfirewatchpatrolsareperformedatintervalsofsixtyminuteswithamarginoffifteenminutes.Acontinuousfirewatchrequiresthatatrainedindividualbeinthespecifiedareaatalltimesandthateachfirezonewithinthespecifiedareabepatrolledatleastonceeveryfifteenminuteswithamarginoffiveminutes.COOKNUCLEARPLANT-UNIT1B3/47-8AMENDMENTNO,480,484 BASES34.7.9ContinuedAcontrolvalveisdefinedasavalvethatwhencloseddoesnotleaveanalternateopenflowpathtoasystem.Asectionalizingvalveisdefinedasavalvethatwhencloseddoesnotpreventanalternateopenflowpathtoasystemandhencedoesnotmakethefiresuppressionwatersysteminoperable.Undercertainsituations,theclosureofasectionalizingvalvefollowedbytheclosureofasecondvalvewillnotleaveanopenflowpathtooneofthespecifiedsystems.Inthisinstance,ActionStatementcofSpecification3.7.9.1isapplicable.ManualactuationofCOfiresuppressionsystemsprovidesadequatefireprotectionfortheprospectedareasbasedonOPERABLEfiredetectioninthearea,lowcombustibleloadings,andpromptfirebrigaderesponsetoalarms.ManyoftheActionStatementstakecreditforOPERABLEfiredetectioninlieuofafirewatchwhenafireprotectionsystemisinoperable.OPERABLEfiredetectionprovidessufficientearlywarningcapabilityofafiretotheappropriateControlRoom.DuringSurveillanceTestingofaLowPressureCOSystemwiththesysteminoperable,therequirementforacontinuousfirewatchmaybesuspendedduringportionsofthetestwhichresultormayresultinadischargeintotheCOprotectedarea.Similarly,ifaCOactuationoccurswhichresultsintheneedtohavetheLowPressureC02Systemmadeinoperable,therequirementforacontinuousfirewatchmaybesuspended.Ineithercase,theareaaffectedshallberestoredtohabitabilityassoonaspracticable,afterwhichthecontinuousfirewatchistobere-establishedifthesystemisstillinoperable.34.7.10FIRERATEDASSEMBLIESTheOPERABILITYofthefirebarriersandbarrierpenetrationsensurethatfiredamagewillbelimited.Thesedesignfeaturesminimizethepossibilityofasinglefireinvolvingmorethanonefireareapriortodetectionandextinguishment.ThefirebarriersandfirebarrierpenetrationsealingdevicesareperiodicallyinspectedtoverifytheirOPERABILITY.Thefunctionaltestingofthefiredampersisprovidedtoensurethatthedampersremainfunctional.Theventilationsealsareasealsaroundventilationductworkpenetratingfirebarriers.ItisnotourintenttorelyonbackupsystemsorothercompensatorymeasuresforanextendedperiodoftimeandactionwillbetakentorestoretheinoperableportionsofthefireratedassemblytoOPERABLEstatuswithinareasonableperiod.ForthepurposeofdeterminingOPERABILITY,anOPERABLEfireratedassemblyand/orsealingdeviceisonethatiscapableofperformingitsintendedsafetyfunction.COOKNUCLEARPLANT-UNIT1B3/47-9AMENDMENTNO,480,
