34.5EMERGENCYCORECOOLINGSYSTEMSBASES34.5.1ACCUMULATORSTheOPERABILITYofeachRCSaccumulatorensuresthatasufficientvolumeofboratedwaterwillbeimmediatelyforcedintothereactorcorethrougheachofthecoldlegsintheeventtheRCSpressurefallsbelowthepressureoftheaccumulators.ThisinitialsurgeofwaterintothecoreprovidestheinitialcoolingmechanismduringlargeRCSpiperuptures.Thelimitsonaccumulatorvolume,boronconcentrationandpressureensurethattheassumptionsusedforaccumulatorinjectioninthesafetyanalysisaremet.Theaccumulatorpoweroperatedisolationvalvesareconsideredtobe"operatingbypasses"inthecontextofZEEEStd.279-1971,whichrequiresthatbypassesofaprotectivefunctionberemovedautomaticallywheneverpermissiveconditionsarenotmet.Inaddition,astheseaccumulatorisolationvalvesfailtomeetsinglefailurecriteria,removalofpowertothevalvesisrequired.~IThelimitsforoperationwithanaccumulatorinoperableforanyreasonexceptan.isolationvalveclosedminimizesthetimeexposureoftheplanttoaLOCAeventoccurringconcurrentwithfailureofanadditionalaccumulatorwhichmayresultinunacceptablepeakcladdingtemperatures.Ifaclosedisolationvalvecannotbeimmediatelyopened,thefullcapabilityofoneaccumulatorisnotavailableandpromptactionisrequiredtoplacethereactorinamodewherethiscapabilityisnotrequired.34.5.2and34.5.3ECCSSUBSYSTEMSTheOPERABILITYoftwoindependentECCSsubsystemsensuresthatsufficientemergencycorecoolingcapabilitywillbeavailableintheeventofaLOCAassumingthelossofonesubsystemthroughanysinglefailureconsideration.EithersubsystemoperatinginconjunctionwiththeaccumulatorsiscapableofsupplyingsufficientcorecoolingtolimitthepeakcladdingtemperatureswithinacceptablelimitsforallpostulatedbreaksizesrangingfromthedoubleendedbreakofthelargestRCScoldlegpipedownward.Znaddition,eachECCSsubsystemprovideslongtermcorecoolingcapabilityintherecirculationmodeduringtheaccidentrecoveryperiod.Ifasafetyinjectioncross-tievalveisclosed,safetyinjectionwouldbelimitedtotwolinesassumingthelossofonesafetyinjectionsubsystemthroughasinglefailureconsideration.TheresultingloweredflowrequiresadecreaseinTHERMALPOWERtolimitthepeakcladtemperaturewithinacceptablelimitsintheeventofapostulatedsmallbreakLOCA.COOKNUCLEARPLANT-UNIT2B3/45-1AMENDMENTNO.
