l.EstablishbaselineradiationlevelsintheenvironmentpriortothePlant'soperation.2.Monitorpotentialcriticalpathwaysofradioactiveeffluenttoman.3.DetermineradiologicalimpactonthetotalenvironmentcausedbytheoperationoftheDonaldC.CookNuclearPlant.A.l,ChangestotheREMPThesecondquarterOFS-6Thermoluminescentdosimetry(TLD)samplestationwaslocatedonpowerpole¹B426-70.WhilecollectingTLD'sforthesecondquarter,itwasfoundthattheentirepolehadbeenremoved.TheTLDsamplestationwasrelocatedtopole¹B426-1,4/10ofamileeastofHoldenRoadonSnowRoad.A.2RadiologicalImpactofDonaldC.CookNuclearPlantOperationsThisreportsummarizesthecollectionandanalysisofvariousenvironmentalsamplemediain1990fortheRadiologicalEnvironmentalMonitoringProgramfortheDonaldC.CookNuclearPlant.Thevariousanalysesofmostsamplemediasuggestthattherewasnodiscernableimpactofthenuclearplantontheenvironment.Theanalysisofairparticulatefilters,charcoalcartridges,directradiationbythermoluminescentdosimeters,fish,water,milkandsedimentsfromLakeMichigan,drinkingwater,andfoodproducts,eitherdidnotdetectanyradioactivityormeasuredonlynaturallyoccurringradionuclidesatnormalbackgroundlevels.Tritium,measuredatlowlevelsinon-sitewells,appearstobetheonlyradionuclideattributabletotheplantoperations.However,theassociatedgroundwaterdoesnotprovideadirectdosepathwaytoman.B.LandUseCensusandWellReportTheLandUseCensusisperformedtoensurethatsignificantchangesintheareasintheimmediatevicinityoftheplantsiteareidentified.AnyidentifiedchangesareevaluatedtodeterminewhethermodificationmustbemadetotheREMPorotherrelatedprograms.Nosuchchangeswereidentifiedduringthe1990LandUseCensus.Aresidentialwellsurveywasperformedin1990tomonitorthegroundwateraquifernorthandsouthoftheCookNuclearPlantforradionuclidesandtoidentifywellsinthe I-vicinityoftheplantusedtosupplywaterforhumanconsumption.Communitiestotheeastoftheplantwerenotinvolvedinthewellcensusduetothefactthattheyarelocatedgreaterthanamilefromtheplantcenterandareupstreamoftheprevailingeasttowestgroundwaterflow.VI.CONCLUSIONBasedupontheresultsoftheradiologicalenvironmentalmonitoringprogramandtheradioactiveeffluentreleasereportsforthe1990reportingyear,itcanbeconcludedthattherewerenoadverseaffectstotheenvironmentortothegeneralpublicduetotheoperationoftheDonaldC.CookNuclearPlant.

PERMITNO.MI0005827Page16of19SectionA.6.SpillNotificationPARTIIThepermitteeshallimmediatelyreportanyspillorlossofanyproduct,by-product,intermediateproduct,oils,solvents,wastematerial,oranyotherpollutingsubstancewhichoccurstothesurfacewatersorgroundwatersofthestatebycallingtheDepartmentofNaturalResources24-hourEmergencyResponsetelephonenumber,1-800-292-4706(callsfzomout-of-statedial1-517-373-8166);andwithinten(10)daysofthespillorloss,thepermitteeshallsubmittothePlainwellDistrictSupervisoroftheSurfaceWaterQualityDivisionafullwrittenexplanationastothecauseanddiscoveryofthespillorloss,clean-upand.recoverymeasurestaken,preventativemeasurestobetaken,andscheduleofimplementation.ThisrequirementisincludedpursuanttoSection5oftheMichiganWaterResourcesCommissionAct245,P.A.of1929,asamended.7.FacilityOperationThepermitteeshallatalltimesproperlyoperateandmaintainalltreatmentorcontrolfacilitiesorsystemsinstalledorusedbythepermitteetoachievecompliancewiththetermsandconditionsofthispermit.8.AdverseImpactThepermitteeshalltakeallreasonablestepstominimizeanyadverseimpathesurfaceorgroundwatersofthestateresultingfromnoncompliancewithanyeffluentlimitationspecifiedinthispermitincluding,butnotlimitedto,suchacceleratedoradditionalmonitoringasnecessarytodeterminethenatureandimpactofthedischargeinnoncompliance.9.By-PassingAnydiversionfromorby-passoffacilitiesnecessarytomaintaincompliancewiththetermsandconditionsofthispermitisprohibited,except(a)whereunavoidabletopreventlossoflife,personalinjury,orseverepropertydamage,or(b)whereexcessivestormdrainageorrunoffwoulddamageanyfacilitiesnecessaryforcompliancewiththeeffluentlimitationsandprohibitionsofthispermit.ThepermitteeshallpromptlynotifythePlainwellDistrictSupervisoroftheSurfaceWaterQualityDivisionandtheRegionalAdministrator,inwriting,ofsuchdiversionorby-pass.10.PowerFailuresInordertomaintaincompliancewiththeeffluentlimitationsandprohibitionsofthispermit,thepermitteeshalleither:a~Provideanalternativepowersourcesufficienttooperatefacilitiesutilizedbythe'ermitteetomaintaincompliancewiththeeffluentlimitationsandconditionsofthispermitwhichprovisionshallbe.indicatedinthispermitbyinclusionofaspecificcompliancedateineachappropriate"ScheduleofComplianceforEffluentLimitations".b.Uponthereduction,loss,orfailureofoneormore.oftheprimarysouesofpowertofacilities.utilizedbythepermitteetomaintaincompliancewiththeeffluentlimitationsandconditionsofthispermit,thepermitteeshallhalt,reduceorothezwisecontzolproductionand/oralldischargeinordertomaintaincompliancewiththeeffluentlimitationsandconditionsofthispermit.

1990ZebraMusselandAsiaticClamMonitoringandControlReportFromOctober9-11,1990,fivewatersamplesveretakenfromtheUnitN2DischargeTunnelandexaminedforZebraMussellarvae.Noveligerswerefound.(SeeAttachmentNl.)OnOctober12,1990,theBio-MonitorinstalledontheFSWsystemfortheprevioussixmonthsvascleanedout.ThetestsubstratesandsedimentwereexaminedforZebraMusselsandclams.TwojuvenileZebraMusselswerediscovered.Fourfirehydrants,(tvovithintheprotectedareaandtwooutside),wereflushedandtherinsewatersievedonNovember15,1990.NoZebraMusselorAsiaticClamadults,juveniles,orshellfragmentsweredetected.C-'reenalgae,ironpipinqcorrosionproducts,pebbles,andtwosnailsoftheqenusPhvsawereidentifiedinthesamples.(SeeAttachment.Nl.)DivinqinspectionsoftheUnitNlintakeForebavvereperformedbvUnderwaterConstructionCorp.inNovemberof1990.inspectionsshowedincreasingnumbersofZebrabrussels1/8"-1/4"growingindensitiesapproachinq100individualspersquareyard.Theseappearedtobefromthisyear'scrop.Diverscontinuedtoreportvounq-of-the-vearmusselsqrovingontrashracks,andtravelinascreencomponentsasthevwerebeinaremovedforrefurbishinq.(SeeAttachmentN3.)DurinqaroutineinspectionoftheUnitNlWestCCWHeatFxchangeronDecember1,1990,liveZebraMussels1/8"-1/2"insizewerefoundattachedtothedischargechannelandendbellsectionsoftheheatexchanqer.Theirdensitywasestimatedtobe50individualspersquareyard.ZebraMusselsitingshavebeenmadeatotherravwaterusers'acilitiestowardthesouthendnfLakeMichigan.Todate,nonehavebeendiscoveredonthebreakwatersandbeachesofSt.Joseph,MX.Duetotheirlovdensitiesandpopulationdistributionwithintheravwatersystems,ZebraMusselsandAsiaticClamshaveyettoposeoperationalproblemsattheCookNuclearPlant.Ajointplant/corporatetaskforcevasformedin1990todevelopaZebraMusseleradication/controlplan.Thisplanisbeinqimplementedin1991.

ATTACHMENT1METHODSTheERMbiofoulingmonitoringattheCookFacilityin1990consistedofthreetypesofsamplingefforts:planktonsampling,sedimentsamplingandfirehydrantsampling.Theplanktonsamplingwasundertakentodeterminethenumberofveligerlarvaeofthezebramusselpresentintheforebayareaofthepowerplant.Thesedimentandfirehydrantsamplingwereusedtomonitorthepresenceofjuvenilesandadultsofboththeasiaticclamandthezebramussel.AllsamplingwasconductedaccordingtoD.C.CookNuclearPlantProcedureNo.12THP6020ENV.101asfollows:fiveplanktonsampleswerecollectedon9-11October1990fromtheintakeforebayofUnit2.Thesampleswerecollectedbypumping41gpm(usinganondestructivediaphragmpump)throughaplanktonnetandcollectingthesampleinthecodend.Sampleswererefrigerated(unpreserved)untiltheywerecountedon12October1990inordertobeabletoidentifyveligersbytheirmovementpatterns.Samplesweresortedandcountedbyconcentratingthevolumeofthesampledownto75mlusinga63pmplanktoncup,andcounting5successive1.0ml(or0.75mlinonecase)aliquotsinaSedgwick-Raftercellunder100-400xmagnifications.Thissubsamplingistheequivalentofexamining0.67to7,02m3ofLakeMichiganwater(intakewater)forlarvae.SedimentsampleswerecollectedbyAEPpersonnelatthebottomofthe,intakeforebayandneartheintakesinLakeMichigan.Abiomonitoring--chamber(containingcobble-sizedstonesasanartificialsubstrateandexposedtoflowingwaterfromtheessentialcirculatingwatersystemsoftheplant)wasalsosampledforsedimentandattachedmussels.Sedimentsampleswereplacedinapanandexaminedunderamagnifyinglensforjuvenilemusselsandclams.FourhydrantsweresampledusingaNo.35meshbenthossieve.AArehosewasconnectedtoeachhydrantanddirectedtoa55-gallondrum.The55-gallondrumwasoutfittedwitha3-inchdrainpipe/flowmeterlocatedapproximately3-inchesfromthebottomofthedrum.Thedrainpipewasdirectedtotheneareststormdrain.Nodirectdischargetoanyotherwaterwaystookplace,Thebenthossievewasplacedinsidethedrumagainstthedrainpipeopening.Thesievewasheldinplacebyhanduntiltheforceofthedrainingwaterheldittightagainstthewallsofthedrum.1-2 ATTACMMENT1Flowrateswerecontrolledatthehydrantandwerenotedattheflowmeteronthedischargepipe.Initialflowswerecollectedfor10minutesandrangedfrom31gallons/minuteto95gallons/minute.Asecondflushof5minutesdurationwasconductedatthehighestratethatcouldbecontrolledbypersonnelhandlingthehose.Theflowratesforthissecondflushrangedfrom94gallons/minuteto124gallons/minute.Attheendofeachflushthesievewasremovedfromthedrumandanymaterialcollectedonitwascarefullywashedintoacollectionjar.Materialcollectedfromthefirstandsecondflusheswerecombinedforeachlocation.Anyremainingwaterand/ordebrisleftinthe55-gallondrumwasdrainedthrougha1-inchdiameteropeninginthebottomofthedrumintoasieveplacedunderthedrum.Thesampleswerevisuallyobservedatthesampling'siteforthepresenceofjuvenileoradultmusselsandclams.Thefollowingday,allsampleswerescreenedforthepresenceofadultmusselsorclamsusingafluorescentmagnifyinglamp.1-3 ATTACHMENT1RESULTSFiveplanktonsampleswereexaminedforzebramussellarvae(seeTable1),Thesamplesallcontainedadiversezooplanktonfauna(indicatingthatthepump/netsamplingsystemwasoperatingefficientlyandnondestructively).However,nozebramussellarvaewerefound.SedimentsampleresultsarepresentedinTable2.No,asiaticclamswerefoundinthetwosedimentsamplesorthebiomonitoringsample.Atotaloffivezebramusselswerefoundinthethreesamples,ranginginsizefrom3to21mm.Table3summarizesthehydrantsamplingateachlocation.Noasiaticclams,zebramusselsorfragmentswerefoundatanyofthesamplinglocations.TheaquaticsnailPhysasp.wasidentifiedattwolocations:12-HYD-lland12-HYD-12.ThefreshwateralgaeCtadophorasp.wasfoundatalllocations.Numeroussmallfragmentsofwhatappearedtobecorrodedironpipingandpebbleswerealsoobservedateachlocation.1-4 ATTACHMENT1DISCUSSIONThesedimentandbiomonitoringsamplesindicatethatzebramusselsarepresentinverylowabundanceinLakeMichigannearthecirculatingwaterintake,intheintakeforebay,andintheessentialwatersystemoftheplant.Also,zebramusselswerenotfoundtobepresentinthefireprotectionsystem.Nozebramussellarvaeweredetectedinthefiveplanktonsamples,collectedfrom0.6to7.0m3ofwaterfromthemaincirculatingwatersystem.ItshouldbenotedthatthesampleswerecollectedinOctober,whenlarvaewouldnotbeexpectedtobepresentinthewatercolumn.Thus,theseplanktonsamplesmaynotgiveanaccurateassessmentofthepotentialabundanceoflarvaewhichmaybepresentearlierintheyear.Noevidenceofasiaticclamswasfoundinanyoftheplankton,sediment,orhydrantsamples.1-5 I.INTRODUCTION L~lm'Rl3TtonTheDonaldC,CookNuclearPowerStation'sRadiologicalEnvironmentalMonitoringProgram(REMP)isconductedincompliancewithNRCRegulatoryGuide1.21and4.1,licensingcommitments,andTechnicalSpeciQcations.TheREMPwasdevelopedinaccordancewiththeNRCRadiologicalAssessmentBranchTechnicalPosition(BTP).Rev.1,November1979.AsynopsisofthesamplingprogramandmapscanbefoundinSectionII,SamplingandAnalysisProgram.ThisreportrepresentstheAnnualEnvironmentalOperatingReportforUnits1and2oftheDonaldC.CookNuclearPlantfortheoperatingperiodfromJanuary1,1990throughDecember31,1990.A.TheDonaldC.CookNuclearPlantofIndianaMichiganPowerCompanyislocatedonthesoutheasternshoreofLakeMichiganapproximatelyonemilenorthwestofBridgman,Michigan.Theplantconsistsoftwopressurizedwaterreactors,Unit1,1030hDVEandUnit2,1100MVE.Unit1achievedinitialcriticalityonJanuary18,1975andUnit2achievedinitialcriticalityonMarch10,1978.RObjectivesTheobjectivesoftheoperationalradiologicalenvironmentalmonitoringprogramare:1.Identifyandmeasureradiationandradioactivityintheplantenvironsforthecalculationofpotentialdosetothepopulation.2.Verifytheeffectivenessofin-plantmeasuresusedforcontrollingthereleaseofradioactivematerials.3.Providereasonableassurancethatthepredicteddoses.basedoneffiuentdata,havenotbeensubstantiallyunderestimatedandareconsistentwithapplicablestandards.4.ComplywithregulatoryrequirementsandStationTechnicalSpeciQcationsandproviderecordstodocumentcompliance.

II.SAMPLINGANDANALYSISPROGRAM II.SAMPLINANDANALYIPRRAMTableIsummarizesthesamplingandanalysisprogramfortheDonaldC.Cooknuclearplantforl990.Foreachsamplemedium,thetableliststhesamplelocations,includingdistanceanddirectionfromthecenterofthebvounits,andthestationidentiQcation.Thestationidentificationsformanofthesamplinglocationsareshownonthemaps,Figures1,2,and3.AlsoforeachsamplemediumthesamplecoQectionfrequency.typeofanalysis,andfrequencyofanalysisarelisted.

Thermoluminescentdosfmeters(TLDs)measureexternalradiationexposurefromseveralsourcesincludingnaturallyoccurringradionuclidesintheairandsoQ,radiationfromcosmicorigin,falloutfromatomicweaponstesting,potentialradioactiveairbornereleasesfromthepowerstationanddirectradiation&omthepowerstation.TheTLDsrecordtheexposurefromallofthesepotentialsources.TheTLDsaredeployedquarterlyat27locationsin"theenvironsoftheD.C.CookNuclearPlantsite.Theaveragevalueofthereadingsofthefourareasofeachdosimeter(calibratedindividuallyaftereachGeldexposureperiodforresponsetoaknownexposureandforintransitexposure)arepresentedinTableB-4.Thoseexposureratesarequitetypicalofobservedratesatmanyotherlocationsinthecountry.Theaveragemeasurementforthe16controlsampleswas3.35mR/standardmonthandarangeof2.3to4.5mR/standardmonth..The91indicatorsampleshadameasurementof3.51mR/standardmonthandarangeof2.3to5.1mR/standardmonth.The1990annualaverageintheenvironsoftheD.C.Cookplantisatthelowrangeoftheexposurerates(1.0to2.0mR/week)measuredduringthepreoperationalperiod.TheresultsoftheindicatorandcontrolTLDsareingoodagreementandareplottedinTrendingGraph2.WLakeMichigansurfacewatersamplesfromthecondensercirculatingwaterintakeandfromfourshorelinelocations.allwithin0.5mileofthetworeactorswerecollecteddailyandcompositedmonthlyforiodine-131analysisandanalyzedbygammarayspectroscopyandcompositedquarterlyfortritiumanalysis.TheresultsofanalysesareshowninTableB-5.Noiodine-131norgammaemittingisotopesweredetected.Tritiumwasdetectedin11ofthe20samplesanalyzedwithanaverageconcentrationof254pCi/literandarangeof170to340pCi/liter.Thisisslightlylowerthantheaverageconcentrationin1989of261pCi/liter.Duringthepreoperationalperiodtritiumwasmeasuredinsurfacewatersamples19 Duringthepreoperationalperiodpotassium-40wasmeasuredinallsampleswitharangefrom520to2310pCi/liter,arangecomparabletothatin1990.Iodine-131wasmeasuredinfoursamplescollectedsoonafteranatmosphericnucleartestwithconcentrationsbetween0.2and0.9pCi/liter.Cesium-137wasmeasuredinnumeroussamplesafterthenucleartestwithconcentrationsbetween7and64pCi/liter..During1990theaveragepotassium-40concentrationforthecontrollocationsduringwas1293pCi/literwitharangeof1070to1490pCi/liter.Theindicatorlocationshadanaverageconcentrationof1302pCi/literandarangeof922to1950.Therewerenodetectionsofiodine-131orcesium-137during1990.Fisharecollectedsemiannually,whenavailable,fromfourlocationsinLakeMichiganinthevicinityofthesiteandanalyzedbgammarayspectroscopy.Naturallyoccurringpotassium-40wasmeasuredinallsampleswithanaverageconcentrationof2636pCi/kg(wetweight)andarangeof684to3840pCi/kg(wetweight).Cesium-137,attributedtopreviousatmosphericnucleartestswasmeasuredinsixoftheeightfishsamplesatanaverageconcentrationof37.8pCi/kg(wetweight)andarangeof20.3to80.1pCi/kg(wetweight).Grapes,grapeleaves,andbroadleafvegetationarecollectedannuallyatharvesttimeatoneon-sitelocationandoneoff-sitelocation.Naturallyoccurringpotassium-40wasmeasuredinallsamples'ithanaverageconcentrationof2402pCi/kg(wetweight)andarangeof889to3700pCi/kg(wetweight).Cosmogenicallyproducedberyllium-7wasmeasuredinthreeoftheAvesampleswithanaverageconcentrationof1650pCi/kg(wetweight)andarangeof1060to2700pCi/kg(wetweight).26 IV.CONCLUSIONS27 Theresultsofthe1990RadiologicalEnvironmentalMonitoringProgramfortheDonaldC.CookNuclearPlanthavebeenpresented.Theresultswereasexpectedfornormalenvironmentalsamples.Naturallyoccurringradioactivitywasobservedinsamplemediaintheexpectedactivityranges.Occasionalsamplesofafewmediashowedthepresenceofman-madeisotopes.Thesehavebeendiscussedindividuallyinthetext.Observedactivitieswereatverylowconcentrationsandhadnosignificantdoseconsequence.Specificexamplesofsamplemediawithpositiveanalysisresultsarediscussedbelow.Airparticulategrossbetaconcentrationsofalltheindicatorlocationsfor1990appearstofollowthegrossbetaconcentrationsatthecontrollocations.Theconcentrationlevelsareactuallylowerthanduringthepreoperationalperiodwhentheinfiuenceofatmosphericnucleartestswasbeingdetected.GammaisotopicanalysisoftheparticulatesamplesidentiQedthegammaemittingisotopesasnaturalproductstberyllium-7andpotassium-40).Noman-madeactivitywasfoundintheparticulatemediaduring1990.Noiodine-131wasdetectedincharcoalQltersfn1990.Thermoluminescentdosimeters{TLD)measureexternalgammaradiationfromnaturallyoccurringradionuclidesintheairandsoil,radiationfromcosmicoriginandfalloutfromatmosphericnuclearweaponstesting,andpotentialradioactiveairbornereleasesanddirectradiationfromthepowerstation.TheaverageannualTLDresultswereatnormalbackgroundexposurelevels.SurfacewatersamplescollectedmonthlyfromQvelocationsinLakeMichiganwereanalyzedforiodine,tritium,andgammaemittingisotopes.Onlytritiumwasmeasuredandtheconcentrationswereatnormalbackgroundlevels.28 Groundwatersampleswerecollectedquarterlyatsevenwells,allwithin1000metersofthereactors.Thethreewellswithin130metershadmeasurabletritiumwhichisattributedtotheoperationoftheplant.Thetritiumlevelsin1990arelowerthanin1989.Thehighestconcentrationin1990was1750pCi/literascomparedto3600pCi/Utermeasuredin1989)Thetritiumlevelsingroundwaterhavebeenplottedforthelastdecadeandindicatedecreasinglevelsoftritium.Nogammaemittingisotopesweredetected.SamplesarecollecteddailyattheintakesofthedrinkingpuriQcationplantsforSt.JosephandLakeTownship.Samplescompositedbiweeklyareanalyzedforiodine-131,grossbeta,andforgammaemittingisotopesandanalyzedquarterlyfortritium.Noiodine-131orgammaemittingisotopesweredetected.GrossbetawasmeasuredinallQftysamplesatnormalbackgroundconcentrations.Tritiumwasmeasuredinfouroftheeightsampleswithbackgroundlevelsthatwere,lowerthanthosemeasuredduring1989.Sedimentsamplescanbeasensitiveindicatorofdischargesfromnuclearpowerstations.SedimentsamplesarecollectedsemiannuallyalongtheshorelineofLakeMichiganatfourlocationsincloseproximityofthereactors.Thesampleswereanalyzedbygammarayspectroscopy.In1990onlynaturallyoccurringradionuclidesweremeasured.ThereisnoevidenceofstationdischargesaffectingLakeMichigan,eitherinthesedimentsorinthewater,aspreviouslydiscussed.Milksampleswerecollectedeveryfourteendaysfromsevenfarmsuptoadistanceof20milesfromthesite.Mesamplesweremeasuredforiodine-131andforgammaemittingisotopes.AlthoughI-131wasmeasuredduring1989therewerenomeasurementsofiodine-131inmilkin1990.Potassium-40wasmeasuredinallmQksamplesatnormalbackgroundlevels.FishsamplescollectedinLakeMichiganinthevicinityofthenuclearplantwereanalyzedbygammarayspectroscopy.Theonlygammaemittingisotopemeasuredwascesium-137whichwasinvery lowconcentrations,typicalofthosefoundinotherpartsofthecountryandwhichareattributedtopreviousatmosphericnucleartests.Foodproducts.consistingofgrapes,grapeleaves,andbroadleafvegetationwerecollectedandanalyzedbygammarayspectroscopy.Theonlygammaemittingisotopemeasuredwascesium-137,againattributedtopreviousatmosphericnucleartests.Theresultsoftheanalyseshavebeenpresented.BasedontheevidenceoftheradiologicalenvironmentalmonitoringprogramtheDonaldC.Cooknuclearplantappearstobeoperatingwithinregulatorylimits.Tritiuminfiveon-sitewellsappearstobetheonlyradionuclidewhichcanbedirectlycorrelatedwiththeplant.However,theassociatedgroundwaterdoesnotprovideadirectdosepathwaytoman.30
