In accordance with 10 Code of Federal Regulations (CFR) 70.32(e), American Centrifuge Operating, LLC (ACO) hereby submits to the U.S. Nuclear Regulatory. Commission (NRC) a description of change* to ACO's Security Plans/Program as Enclosure 1 of this letter.

Additionally, in accordance with 10 CFR 95. l 9(b ), ACO hereby submits to the NRC changed pages for the following Security Plans/Program:

• SP-3605-0045, Security Plan for the Protection of Classified Matter at Centrus Energy Corp. Headquarters; as Enclosure 2 of this letter.

Since the annual review was completed in January for SP-3605-0075, Operations Security Plan for Centrus Energy_Corp. Headquarters, the changed pages for this security plan were submitted under ACO 24-0012.

These changes have been reviewed in accordance with 10 CFR 70.32 and 10 CFR 95.19 and have been determined not to decrease the effectiveness of the Security Plans/Program and are non substantive changes.

Description of Change: Revised SP-3605-0075 to reflect changes in Headquarters personnel, clarify Sections _1.0, and 3.0 through 9.O; and made grammatical and formatting changes throughout. -

Revised SP-3605-0045 to reflect changes in Headquarters personnel; add the commitment to ensure every five years, the Licensee updates the NRC facility clearance by submitting a complete security Standard Practice Procedures Plan or a certificate that this plan is fully current; clarify access to common areas of the building during business hours and egress after normal business hours; remove physical descriptors of the building and clarify Rooms 8045 and 8049; add information to address Foreign Ownership, Control or Influence mitigation; clarify the use of Form SF 701, Activity Security Checklist; clarify training records retention; remove reference to the TEMPEST Plan and add reference to SP-3605-0075; clarify retrieval of information following suspension or revocation of access authorization; and made grammatical and formatting changes throughout.
