We have reviewed the draft environmental statement related to the construction of the Skagit/Hanford nuclear project (NUREG-0894).

It is our judgment that the statement adequately addresses the environmental impacts associated with the project. We suggest, however, that the final statement incorporate an updated discussion on the "1982 Northwest Regional Forecast" by the Pacific Northwest Utilities Conference Committee and the " Draft Bonneville Power Administration Forecasts of Electricity Consumption in the Pacific Northwest."

We appreciate the opportunity to be a cooperating agency in the preparation of the statement and your inclusion of our analyses as Appendices I and J. We look forward to receiving the final environmental statement for the project.
