September 7, 1979 Mr. Harold R. Denton Director Office of Nuclear Reactor Regulation Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Denton:

As you may be aware, there has been considerable public in tere s t in Canada, particularly in the Province of British Columbia, regarding the proposal to construct a two-unit nuclear power plant, known as the Skagit Nuclear Plant, near Sedro Wooley, Washington.

In this regard the Department of State has received a diplomatic note from the Canadian Embassy dated August 29 (copy enclosed) , in which Canada expressed its interest in this proposed plant, which would be located 3.5 miles south of the Canadian boundary and 60 miles upwind from the city of Vancouver. In its note the Canadian Government asked a number of questions regarding the plant.

This Department would appreciate the assistance of the Nuclear Regulatory Commission in responding to this inquiry.

We would be grateful if you could provide material related to the questions posed in the Canadian note, together with any other information we might usefully forward to the Canadian Government.

Should your staff have any further questions on this matter, they should contact Sidney Friedland of this office on 632-3189.

Sincerely, Richard J. Smith -

Director, Office of Canadian Affairs
