Interrogatory No. 5 The response to this interrogatory is based only on U.S. Geological Survey sponsored work, because it would be presumptive to reply in the name of other Federal agencies.

There were no acoustic or seismological studies in the Straits of Georgia, the San Juan Island, or Puget Sound during the summer or fall of 1978 conducted by or sponsored by the U.S. Geological Survey.

AFFIDAVIT OF SANDRA L. WASTLER Sandra L. Wastler deposes and says under oath as follows:

1. I am a geologist attached to the Geology and Seismology Section of the Geosciences Branch, Division of Site Safety and Environmental Analysis of the Nuclear Regulatory Commissicn.

For the past 4 years I have been involved in the review of Applicant's Preliminary Safety Analysis Reports and partially responsible for the geology portion of the safety review.

2. I have prepared the staff responses to Interrogatories No. 3, 4 and 5 and Request for Production No. 2. I certify that the answers given are true and accurate to the best of my knowledge.

Interrogatory No. 3: Please describe all documents, correspondence, reports, and memoranda originated by Fred Pessi or any other USGS employee, agent, or consultant regarding Mr. Pessi's studies or observations of quaternary offsets in the vicinity of Lake Cavanaugh.

Answer: On October 4, 1978 the staff received a copy of a preliminary geologic cross-section depicting offset glacial lake deposits in the vicinity of Lake Cavanaugh prepared by James Minard of the USGS (Attachment 1). The staff has received no other documents, correspondence, reports, or memoranda originated by James Minard or any other USGS employee, agent or consultant regarding either Mr. Minard's or Mr. Pessi's studies or observations of quaternary off-sets in the vicinity of Lake Cavanaugh.

Interrogatory No. 4: Please describe all instructions, oral and written, to USGS employees, agents and consultants (including Dr. John Whetten and Fred Pessi) which delineate the scope of, and

establish any limitations affecting, their field work on behalf of the USGS in Washington, including any instructions which relate in any way to the Skagit Nuclear Project. As to written instructions, describe the document reflecting such instructions. As to oral instructions, state the name, job title and address of the person delivering such instructions and the date when delivered.

Answer: To our knowledge, the staff has not issued instructions, oral or written, to USGS employees, agents and consultants (includ-ing Dr. John Whetten and Fred Pessl) which delineate the scope of or establish any limitations affecting the USGS field work in Washington.

The NRC staff has written five memoranda with regard to the Skagit Nuclear Project which could be considered as instructions to USGS employees. The first letter, from W. P. Gammill to James F. Devine, dated June 16, 1976, alerts the USGS to the resumption of the Skagit Environmental Hearing on July 7, 1976 and requests that the necessary USGS personnel be available for that hearing (Attachment 2). The second letter, from W. P. Gammill to James F. Devine, dated June 17, 1976, requests that the USGS review committee undertake a reevaluation of the 1872 earthquake (Attachment 3). The third letter, from J. C. Stepp to

James F. Devine, USGS dated January 19, 1977, transmits an agenda for a January 28, 1977 NRC-USGS meeting on the review cf the Skagit site (Attachment 4). This transmittal letter specifically describes Dr. Stepp's expectations as to the outccme of the January 28, 1977 meeting. The fourth letter, from J. Carl Stepp to James F. Devine, USGS, dated January 30, 1978 transmits the Intervenors' Interrogatories and Requests for Production to the NRC staff dated January 23, 1978 (Attachment 5). These interrogatories included eight questions directed to the U. S. Geological Survey. The transmittal letter requested the USGS responses to the interrogatories. Tne fifth letter, from Richard P. Denise to James F. Devine. USGS, dated February 2, 1979, requests USGS response to the present intervenor's interrogatories. To our knowledge the NRC staf' has not issued oral instructions to USGS employees, agents or consultants which relate to the Skagit Nuclear Project.

Interrocatory No. 5: Has the USGS, or any other federal agency, conducted any acoustic profiting or seismological studies in the Straits of Georgia, San Juan Islands or Puget Sound during the summer or fall of 1978? If so, describe all such studies, and all documents reflecting the data and conclusions obtained as a result of such studies.

Answer: The flRC is unaware of any acoustic profiling or seismological studies in the Straits of Georgia, San Juan Islands or Puget Sound conducted by the USGS, or any other federal agency during the summer or fall ef 1978.

Recuest for Production No. 2: Please produce for inspection within thirty days of date at the offices of the plaintiffs' counsel all documents described in your answers to the foregoing interrogatories Nos. 3, 4 and 5.

Answer: Reproductions of all documents referenced in Interrogatories Nos. 3, 4 and 5 are provided as attachments to this document.
