On November 7,1978, the total quantity of effluent originating as cooling tower blowdown was in excess of the limit of LCO NR 1.3 and is reportable in

EVENT DESCRIPTION

The total quanti-ty of cooling tower blowdown, as determined by the difference in blowdown integrator readings ' taken at 0000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />, November 7,1978, and 0000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> on November 8,1978, was 4.39 million gallons. The limit of LCO NR 1.3 is 3.75 million gallons per day.

CAUSE DESCRIPTION:

i On November 6,1978, at 2235 hours0.0259 days <br />0.621 hours <br />0.0037 weeks <br />8.504175e-4 months <br />, a release of reactor building sump _ effluent was begun. In order to sasure compliance with = the limits of Table II, Column 2, 10CFR20, Appendix B, as 1: required by Fort St. Vrain Technical Specifications, the cooling tower blowdown rate was increased above the normal value. .The're-() lease continued for about 22' hours and res'ulted in the total blowdown flow for November 7,1978, being 4.39 million g'allons.

A Specification LCO NR 1.3 states that if the water quality limits of LCO NR 1.1 cannot be maintained simultaneously with the quantity limit then the quantity limit may be exceeded in order to maintain the quality limits. There is no provision in LCO NR 1.3 for excess blowdown to meet 'the limits of 10CFR20.

CORRECTIVE ACTION:

At the completion of the reactor building sump release' the cooling tower blow-

down was returned to its normal rate of 1500 GPM.

4 The procedure for radioactive waste release has been revised to prevent dilution blowdown rates in excess of the limits of LCO NR 1.3.
