~ In accordance with 10'CFR 50.90, we are onelosing a requested amendment to Licences DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

In NRC's letter dated December 7, 1990, transmitting Unit 1 License

-Amendment No. 149 and Unit 2 License Amendment. No. 135 (TS PAM Instrumentation),-.the.NRC staff requested that SQN-(1) withdraw the request to delete the wide-range containment pressure and reactor vessel level. instrumentation from Table 3.3-10; (2) propose adding the following two Regulatory Guide (RG) l'.97 Category.1 instruments to Table 3.3-101 (a) containment isolation valve (CIV) position indication and (b) the essential raw cooling water (ERCW) system to auxiliary feedwater (AFW) pumps valve position indication; and (3) withdraw or revise the request to reviso the basis to TS 3/4.3.3.7 concerning RC 1.97 Type A, Category 1, instruments. The letter additionally requests that the action statements for the subcooling margin monitors be revised to be consistent with the guidance in Generic Letter 83-37 as a result of the recent NUREG-0737 and RG 1.97 upgrados.

TVA has reviewed NRC's request and, based upon discussions with the staff, does not currently intend to pursuo justification that only l Type.A, Category 1, parameters are-risk significant. Accordingly, TVA is withdrawing its request made in our application dated January 22, 1990 l (TS 89-30), to delete the wide-range containment precsure and reactor vessel level instrumentation from Tabic 3.3-10 and the originally

! proposed change to the bases to TS 3/4.3.3.7. In addition, Enclosure 1 proposes addition of the RG 1.97 CIV position indication and ERCW system l -

i As a result of inclusion of CIV position indication in the TSs, l Enclosure 1 also contains clarifications to Table 3.6-2 of TS 3.6.3.
