Gentlemen: l DOCKETS 50-266 AND 50-301 ADDENDUM TO TECHNICAL SPECIFICATIONS CHANGE REOUEST 182 l HEALTH PHYSICS MANAGER OUALIFICATION l POINT BEACH NUCLEAR PLANT. UNITS 1 AND 2 l l By letter dated November 17,1995, Wisconsin Electric Power Company, licensee for the Point Beach l Nuclear Plant, Units 1 and 2, applied for amendments to facility operating licenses DPR-24 and DPR-27, respectively. The purpose of the proposed amendments was to allow additional management flexibility in meeting the our commitments to ANSI N18.1-1971 as modified by the Technical Specifications for the Health Physics Manager position.

Our proposed amendment changed the position title from Health Physics Manager to Heahh Physicist.

This ensures that the experience and expertise required by our technical specifications is maintained within the radiation protection organization. It would not requir'e this level of qualification for overall '

management of the health physics organization, thereby enhancing the ability of plant management to i appoint the appropriate personnel to each position, enhancing the overall radiation protection function.

In discussions with your staff, a concern was expressed by the staff that the Health Physicist may not have i supervisory responsibilities within the health physics line organization as intended by ANSI N18.1-1971, Section 3.2.3 and Section 4.4.4. Point Beach Technical Specification 15.6.3.2 modifies ANSI N18.1-

1971, Section 4.4.4, for professional-technical qualification within the Radiation Protection function.

1 In order to better define our commitment to ANSI N18.1-1971 we are modifying our proposed change to Technical Specification 15.6.3.2 to read:

"Except as provided in 15.6.3.3, the Health Physicist shall be a line supervisor and shall meet the following requirements:"

Attached are edited Technical Specification pages with the proposed revisions indicated by strikeout of replaced wording and double underlining of the revised wording.

We have reviewed the Safety Evaluation and Determination of No Significant Hazards included as attachments to our November 17,1995 request and have determined that this modification to our submittal does not modify the conclusions contained in the evaluations. These evaluations remain applicable to this change. The proposed amendments continue to be administrative only and continue to meet the categorical exclusion criterion set forth in 10CFR51.22(c)(10).

We believe this change is responsive to your concerns and maintains our commitment to the standards in ANSI N18.1-1971. If you have any questions or require additional information, please contact us.
