- The licensees established program/guidelines for system design should align with the HSI guidance and standards discussed in NUREG0700 11

- Provides guidance for determining the appropriate level of HFE review of human actions (HAs),

considering their riskimportance

- Before submitting a change request to the NRC the licensee reviews a proposed plant change to identify HAs that constitute new or modified actions, or involve modified task demands.

  • Entails a fourstep process for evaluating HAs associated with an amendment request
  • Plant modifications and associated HAs are categorized into regions of high, medium, and low risk (similar to Reg Guide 1.174)
  • Level of risk associated with affected HAs guides the appropriate level of graded HFE review
