Conclusions Additional implementation detail would improve predictability and transparency of the POANHI process Consideration should be given to additional provisions for licensee feedback in the development of the site-specific hazard reports Our understanding is that without additional action from the NRC, the site-specific hazard reports do not constitute a regulatory obligation for licensees
