Dear Mr. Liparulo:

By letter dated January 10, 1997, Southern N'u clear Operating Company submitted Westinghouse Owners Group technical reports WCAP-13088, Revision 4,

" Westinghouse Series 44 and 51 Steam Generator Generic Sleeving Report, Laser Welded Sleevas" and WCAP-14740, " Specific Application of Laser Welded Sleeves for the Farley Units 1 and 2 Steam Generators," for NRC review and approval.

By your applications dated December 30, 1996 (CAW-96-1056 and CAW-96-1057),

and affidavits dated January 2, 1997, executed by Henry A. Sepp, Westinghouse Electric Corporation, requested that the technical reports be withheld from public disclosure pursuant to 10 CFR 2.790. l The affidavit stated that the submitted information should be considered I exempt from mandatory public disclosure for the following reasons:

1. The information reveals the distinguishing aspects of a process (or l component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companies.

2. The information used by a competitor would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product.
3. The information reveals aspects of past, present, or future Westinghouse P' I or customer funded development plans and programs of potential commercial value to Westinghouse. Q g

We have reviewed your application and the material in accordance with the kW 3

requirements of 10 CFR 2.790 and, on the basis of Westinghouse's statements, have determined that the submitted information sought to be withheld contains proprietary commercial information. gp Therefore, the versions of the submitted information marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended. pd{

Withholding from public inspection shall not affect the right, if any, of j persons properly and directly concerned to inspect the documents. If the need 0 arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
