Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Steam Generator Tube Plugging Criteria

Dear Mr. Denton:

In let ters from Mr. O. W. Dixon, Jr., to Mr. H. R. Denton dated August 30, 1985 and September 18, 1985, South Carolina Electric Gas and Company (SCE&G) requested an amendment to the Virgil C. Summer Nuclear Station Technical Specifications, Section 3/4.4.5, " Steam Generators," and its basis. SCE&G hereby requests that amendment be revised as indicated on the attached Technical Specification pages ( Attachment I). This amendment would revise the tube plugging limit definition in item 4.4.5.4.a. and would exclud from plugging those tubes with indications 1.25 inches or greater below the top of the tubesheet which have an intact tube above them (one row higher in number, same co lumn) . The amendment would also provide for repair of defective tubes us ing an NRC approved sleeving method.

Included as Attachment II are Topical Report WCAP's 10949 and 10950, "Tubesheet Region Plugging Criterion for Full Depth Hardroll Expanded Tubes." These documents have been prepared by Westinghouse Electric Corporation to address the issue of repairing or plugging full depth hardroll expanded steam generator tubes which may have experienced degradation within the tubesheet area.

WCAP 10950 is a non proprietary version of WCAP 10949. WCAP 10949 contains information proprietary to Westinghouse Electric Corporation, and is supported by an affidavit (Attachment III) signed by Westinghouse, the owner of the in formation. The af fidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of Title 10 of the Code of Federal Regulations (10CFR2.790).

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance c6 with 10CFR2.790. Correspondence with respect to the proprietary aspects of the W application for withholding or the supporting Westinghouse af fidavit should g* reference CAW-85-069 and should be addressed to R. A.
