South Carolina Electric & Gas Company (SCE&G), acting for itself and as agent for South Carolina Public Service Authority, hereby requests an amendment to the Virgil C.

Summer Nuclear Station (VCSNS) Technical Specifications (TS). This request is being i submitted pursuant to 10 CFR 50.90.

The proposed change adds a footnote to TS 3.8.1.1, "AC Sources - Operating," to allow a one time extension of the allowed outage time from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 7 days to perform on-line maintenance on Emergency Diesel Generator (EDG) B during Cycle 11.

Emergency Diesel Generator B intercooler/ injector cooling water, jacket water, and lube 1

oil heat exchangers may need to be replaced next cycle. This work is expected to take longer than the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> allowed outage time in the current Technical Specification.

Results of eddy current testing on the EDG A jacket water heat exchanger during Refuel 8 indicated minimal tube degradation. Results of eddy current testing on the EDG A intercooler/ injector cooling and lube oil heat exchangers during Refuel 9 i identified further tube degradation. Based on the results from eddy current testing on EDG A during Refuel 9, SCE&G determined it would be prudent to replace the EDG A i heat exchangers during Refuel 10. Evaluations will be performed on the removed EDG A heat exchangers to further correlate the tube degradation mechanism and evaluate the impact on the EDG B heat exchangers. Previous eddy current testing on EDG B heat exchangers indicated minimal tube degradation. If needed, the EDG B heat exchangers will be replaced during Cycle 11.

Deterministic and probabilistic analyses have concluded that this change will not pose a significant increase in risk to the health and safety of the general public.

Please note the Refuel 10 outage duration is not affected by performing EDG B maintenance on-line or off-line. Performing EDG B maintenance on-line does, gf

however, improve EDG availability during Refuel 10 which is critical during refueling outage conditions.
