TECHNICAL SPECIFICATION CHANGE -TSP 950002  :

POWER OPERATED RELIEF VALVES (PORVs) and BLOCK VALVES l South Carolina Electric & Gas Comp (SCE&G), acting for itself and as agent for South Carolina Public Service Author , hereby requests an amendment to the Virgil C. Summer Nuclear Station (VC NS) Technical Specifications (TS). This  ;

change is being submitted pursuant to 10 CFR 50.90. The proposed change will revise the specification for the Pressurizer Power Operated Relief Valves (3/4.4.4) to follow the guidance of Generic Letter (GL) 90-06, Generic Issue 70, and the improved Westinghouse Standardized Technical Specifications.

SCE&G responded to GL 90-06 on December 21,1990, at which time we indicated that there was no action required with respect to the Pressurizer Power Operated Relief Valves (PORVs). It was stated that they are not used to perform any safety related functions at VCSNS. Additional reviews have determined that credit is taken for the PORVs in the Steam Generator Tube Rupture recovery evolution as described in Chapter 15 of the VCSNS Final Safety Analysis Report.
