DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 TECHNICAL SPECIFICATION CHANGE - TSP 880011 EMERGENCY FEEDWATER SYSTEM In accordance with 10CFR50.90, South Carolina Electric & Gas Company (SCE&G) is submitting an amendment request to License NPF-12 to change the Technical Specifications (TS) for VCSNS. The proposed change is a revision to the Surveillan;e Requirements (Section 4.7.1.2) for the Emergency Feedwater (EFW) pumps.

The main purpose of this change is to provide a conservative pump discharge pressure for varifying operability of each motor driven EFW pump. During an evaluation of the EFW flow requirenents, SCE&G found that current technical specification requirement (11350 psig at 190 gpm) needed to- be adjusted to 11555 psig at 190 gpm to ensure that a single motor driven EFW pump can deliver a minimum of 380 gpm to two steam generators. The surveillance test procedure was then changed to reflect this new test pressure. This new test pressure was met by the individual motor drive pumps, which have historically performed well beyond this test pressure at a recirculation flow 190 gpm. A subsequent analysis of the impact of the Emergency Diesel Generator (EDG) voltage tolerance and its frequency limitation to !1% indicated that the pumps should be tested at 1600 psig and 190 gpm.

The proposed change increases the minimum surveillance disch&,ge pressu u of the motor driven EFW pumps to ensure that the pumps are capable of delivering the design basis flow to two steam generators, accounting for recirculation flow, and the effect'of EDG tolerances for voltage and frequency on the pump performance. This change is consistent with VCSNS's EFW pump testing data accumulated since the beginning of commercial operation.
