In accordance with 10CFR50.90, South Carolina Electric & Gas Company (SCELG) is submitting an amendment request to License NPF-12 to change the Technical Specifications (TS) for VCSNS. The proposed amendment is to remove Table 3.6-1, Containment Isolation Valves, per the guidance orovided in Generic z Letter 91-08. The request is contained in the following attachments:

Attachment 1 The Technical Specification pages as proposed by this amendment request.

Attachment 2 Description of Amendment Request and Safety Evaluation.

Attachment 3 Description of Amendment Request and No Significant Hazards Determination.

SCE&G enters its 7th refueling outage in March 1993. A modification is scheduled for this outage to install a new containment isolation valve downstream of the reactor coolant drain tank level control valve (currently the inboard CIV). In order to facilitate this modification, SCE&G requests that the review of this amendment be processed by January 4, 1993. If approved, SCELG also requests that the amendment be issued with an allowed implementation date of not earlier than March 1, 1993.

These changes have been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee.
