DOCKET NO. 50/395 OPERATING LICENSE N0 NPF-12 TECHNICAL SPECIFICATION CHANGE - TSP 930012 FUSE SURVEILLANCE South Carolina Electric & Gas Company (SCE&G) hereby requests an amendment to the Virgil C. Summer Nuclear Station (VCSNS) Technical Specification (TS). The proposed amendment will delete TS surveillance requirement 4.8.4.1.a.3 which mandates the periodic retesting of penetration protection fuses. The Bases, B 3/4.0,4, will also delete tne references to penetration protection fuses.

SCE&G contends that periodic resistance measurement is not a practical or-effect!ve method of determining the ability of a fuse to perform its safety function. Therefore, periodic nondestructive resistance testing of these fuses only generates data without a corresponding increase in safety or performance capability. SCE&G requests NRC review and approval of this change by July 31, 1994.

Description of the Amendment Request and the supporting Safety Evaluation Attachment III - Description of the Amendment Request and the associated No Significant Hazards Evaluation Previous plants that have had similar TS changes approved were Calloway Plant, Unit 1 (Amendment No. 9) and WPPSS Nuclear Project No. 2 (Amendment No. 42).

This proposed Technical Specification change has been reviewed and opproved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee.
