1 In accordance with 10 CFR 50.90, South Carolina Electric & Gas Company (SCE&G) is submitting an amendment request to License NPF-12 to amend the Technical Specifications (TS) for VCSNS. The proposed changes are administrative changes to the Technical Specifications.

The purpose of this request is:

1. To incorporate the current provisions of 10 CFR 50.36(a)2 in that the Semiannual Radioactive Effluent Release Report should be submitted  !

annually rather than semiannually. '

2. To delete the requirement of submitting changes / revisions to the Offsite Dose Calculation Manual (00CM) in the Monthly Operating Report.

Amendment 104, 6.14.2.c, required that changes to the ODCM be submitted in the Semiannual Radioactive Effluent Release Report; therefore, submittal in the Monthly Operating Report (TS 6.9.1.10) appears to be redundant.

3. To implement changes to the Chemistry, Health Physics and Radwaste Organization. Section 6.3, " Unit Staff Qualifications," specifically l refers to the " Associate Manager, Health Physics," a position eliminated by organization restructuring. Any person serving as the generic

" Radiation Protection Manager" must meet or exceed the qualifications of Reg. Guide 1.8.

4. To delete the position of Executive Vice President, Operations, and to reassign Nuclear Safety Review Committee (NSRC) reporting to the Vice President, Nuclear Operations. Due to SCE&G's implementation of Strategic Business Units and reassignment of positions, the position of Executive Vice President, Operations, has been deleted.

5. To delete the audit frequencies listed in Section 6.5.2.8 to allow more flexibility in scheduling audits, based on guidance found in the Standard Review Plan 17.2 (18.A.2), which would lead to more effective use of resources. This change is consistent with changes granted to other utilities, e.g., Duke Power Company, McGuire Nuclear Generation Station.

6. To incorporate the requirements of 10 CFR 50.120, " Training and Qualification of Power Plant Personnel," into the VCSNS Technical Specifications. '

7. To incorporate minor typographical changes and to include items that were omitted in previous issued amendments.

The amendment request is contained in the following enclosures:

Enclosure 1 Proposed TS Changes Enclosure 2 Description and Safety Evaluation Enclosure 3 Determination of No Significant Hazards Consideration The proposed Technical Specification change has been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee.
