INITIAL MAP MEETING HELD ON MAY 6, 1992 The initial Millstone Assessment Panel (MAP) meeting was held via conference call on May 6, 1992, from 11:00 -

12:30. During the meeting, the following topics were discussed:

Tntroduction - The MAP Chairman introduced the other panel members and described the role of the MAP. It is intended to be advisory in nature to the existing NRC inspection planning and performance assessment efforts. The MAP is intended to help facilitate a high-level of coordination for the resolution of technical and performance issues.

The MAP agreed that one of its first priorities was to compile from pertinent references the key performance weaknesses at Millstone which must be captured, reviewed and evaluated by the MAP. Lawrence Doerflein has the lead in generating such a " concerns" list. It was proposed that NU's Performance Enhancement Program (PEP), which the MAP will be reviewing, should be made a license commitment; however, a consensus was reached that this was not necessary at this time. Finally, the MAP agreed that the only form of routine external communication from this panel would be the meeting minutes of the MAP which would be given wide distribution within the agency.

MAP Charter - The MAP draf t charter was discussed at length and revised to better reflect the panel's perceived mission and key functions. The charter will be distributed via separate cover in the near future.

Meetina Frecuency - The MAP agreed to an initial meeting frequency of monthly, to be adjusted at a later time as workload increases or decreases and PEP implementation milestones approach. The MAP chose to meet at the Millstone site in a public forum with Northeast Utilities (NU) sometime in July to inform them of the MAP's activities. A subsequent meeting, also in a public forum, will be planned at a later time to discuss MAP progress and findings. The-.next meeting for the MAP is Region I.
