SUBJECT:
STAFF REQUIREMENTS - BRIEFING ON STATUS OF THIRD PARTY OVERSIGHT OF MILLSTONE STATION'S EMPLOYEE CONCERNS PROGRAM AND SAFETY CONSClOUS WORK ENVIRONMENT,2:00 p.m., TUESDAY, JANUARY 19,1999, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed on the Status of Third Party Oversight of Millstone Station's Employee Concerns Program and Safety Conscious Work Environment by Northeast Nuclear Energy Company, the NRC staff, and Little Harbor Consultant, Inc. Comments were also provided by the Nuclear Energy Advisory Council, the Millstone Ad-Hoc Employee Group, Friends of a Safe Millstone, and Fish Unlimited.
The Commission requested the staff to provide a discussion of the planned inspections at Millstone to assess the licensee's Employee Concerns Program and Safety Conscious Work Environment and how this level of inspection compares to that received by the average licensee; and the criteria that the staff would utilize to determine the need for additional inspections, heightened NRC management oversight, and Commission involvement.

The Commission requests that the staff improve the timeliness of processing allegations of harassment, intimidation, retaliation, and discrimination provided to the NRC while maintaining the accuracy of the assessment. The staff should make a recommendation to the Commission on how this may be accomplished.
