ELEVENTH MAP MEETING HELD O'! JUNE 21,1993 The eleventh Millstone Assessment Panel (MAP) meeting was held in Region I from 11:00 a.m. - 11:30 a.m., or June 21,1993. The attendees at the meeting were:

Richard Barkley, Project Engineer, DRP Section 4A Pinnt Stntus:

The meeting started with a discussion by Paul Swetland of the status of each of the Millstone Units. Currently, all three units are operating at 100% power. There are no major technical safety issues currently which would impact on plant operation. Paul noted that DRS has raised concerns recently regarding the evaluation and resolution of MOV test discrepancies at Unit 2. As a result, DRS expanded its initial observation role regarding NU's MOV program.

PEP Review Team Renort:

The PEP Review Team Report was mailed out on June 8,1993. Di'.cussions with NU subsequent to the mailing indicated that they agreed with the findinos contained in the report.

The report left the NRC review of the verification and validation (Y&V) of the PEP open until a future date. Based on discussions with NU on the status of the V&V effort, three of 42 Action Plans should be completed by July; a fourth will be completed in September. In addition, five Adion Plans (2.1.1,2.2.1,2.3.10,3.2.1 and 3.4.3) will undergo the V&V 1

MAP Minutes #11 2 process in the Fall. Based on this time schedule, it appears appropriate that a follow-up NRC look at the V&V effort should be conducted in November. DRP was requested to schedule such a review on the next Millstone MIP report. In addition, NRR was requested to ask NU to formally submit their V&V procedure to the NRC for analysis prior to the conduct of the VAV review in November.

Continuation of the Millstone Assessment Panel (MAP):

Jim Wiggins dircusseo tne necessity of continuing the MAP into the suture due to the ccmpletion of many of the primary responsibilities of the MAP and the improved performance of NU recently. Mr. Wiggin's discussions with senier regional management indicate a desire on their part to return the task of overseeing NU's performance to the normal line organization. Furthermore, the completion of the PEP V&V review can be

accomplished via the line organization (i.e., discussions between NRR, DRP, DRS and j DRSS) in the absence of the MAP.

The MAP agreed to pursue disbanding the MAP following the issuance of the initial SALP report (assuming NRR senior management does not object). In the event the MAP is not disbanded, Randy B'ough will become the MAP Chairman since Mr. Wiggins will be on a rotational assignment to NRR for the next six months. In addition, upon disbanding the MAP, the remaining MAP Action Iteras must be completed by the line organization. These action items were reviewed by the MAP; the list of remaining open MAP Action Items is zitached.

Swatland, Senior Resident Inspector Project Mant.ger, NRR On April 20, 1994, the Millstone Assessment Panal met at the I Millstone Station to tour the three facilities and meet with the licensee to discuss the purpose of the panel anci understand the licensees progress on the previous Performance Enhancement Program. '

The panel members toured the three units and assessed the plant material condition. Units 2 and 3 'ere operating and Unit 1 was in an outage.

At the meeting with the licensee, the panel stated that the purpose of the assessment panel was to evaluate Northeast Utilities progress in addressing the problems with the current station operations which prevent achieving the Performance Enhancement Program goals. The specific issues of interest include the employee / management relationships and the continuing allegations, the dif ference in safety perspective between the lice-'ee and the NRC, and the issues discussed at the senior managemer meeting.

The licensee presented the current business plan which will

'ventually absorb the Performance Enhancement Program issues. The mP indicated that they were primarily interested in the implementation of the various corrective action plans previously identified for addressing the specific issues.

The panel stated to the licensee that they were interested in understanding the licensee's integrated strategy for eliminating allegations and redirecting employee concerns through the management chain.

The MAP members met af ter the licensee meeting and agreed to the following task action plan:

1) J. Durr will develop a draft charter for the MAP.
2) The MAP members will develop a list of the problems that the MAP should focus on. The individual list of proposed problems will be provided the J. Durr by May 13, 1994 for compilation and review by the MAP at the next meeting.

3) The MAP will develop a policy for handling allegations at the Millstone facility.
