MILLSTONE ASSESSMENT PANEL CHARTER in May 1999, Northeast Nuclear Energy Company (NNECO), after receiving approval from the Commission and the Executive Director for Operations, restarted the Millstone Nuclear Power Station, Unit 2, following en extended shutdown of over three years. The restart of Unit 2 and the issuance of the seventn and final revision to the Millstone Restart Assessment Plan, marked the conclusion of the Manual Chapter 0350, " Staff Guidelines for Restart Approva'," process for the Millstone Station.

During the NRC Senior Management Meeting, conducted on April 20 and 21,1999, senior NRC managers discussed both Millstone Units 2 and 3. Millstone Unit 2 was classified as an agency-focus plant pending sustained improvements in licenso performance. Millstone Unit 3 was classified as a regional-focus plant and was determined not to have met several criteria for retuming to routine inspection oversight, including the demonstration of sustained, successful plant performance. To facilitate this increased focus by the region and headquarters, I am directing the establishment of the Millstone Assessment Panel.

The Millstone Assessment Panel (MAP) Charter is attached. The MAP is established to facilitate the following cbjectives: (1) to assist Region I and the Office of Nuclear Reactor Regulation (NRR) in the coordination of NRC resources for performance monitoring and inspecting of the Millstone facility, (2) to provide assessment and, as needed, recommendations to the Regional Administrator, Region I, of changes in the level of NRC management engagement with NNECO, and (3) to track and ensure staff commitments to the Commission as specified in Attachment B of this memorandum.

You have been designated Chairman of the MAP and Ms. Elinor Adensam, Director, Project Directorate I, NRR, has been designated Co-Chairman of the MAP. The me_mbers of the MAP are:
