The ninth Millstone Assessment Panel (MAP) meeting was held in Region i from 2:30 p.m. -

The meeting started with a discussion by Paul Swetland of the statur of each of the Millstone Units. Curr.:ntly, Unit 1 is operating at 100% power. Since the last MAP meeting, NU l

l requested and was granted a temporary waiver of compliance and a license amendment to bypass the main steam line radiation monitors while placing a demineralizer back in service. NU is also taking corrective actions in response to the fallere of a circuit breaker that contributed to a plant transient last month. The cause of the failure was a misalignment of the breaker that was attributed to poor maintenance. Unit 2 operated at 100% power until late February when the plant tripped :wice on low steam generator level. 'Ihe first trip occurred when the positioner linkage on an atmospheric dump valve broke, causing the valve to open and eventually resulting in a plant transient that led to a reactor trip on low steam generator level. The second trip l

occurred after excessive turbine vibration was experienced. While removing the turbine generator from service, the operators were unable to control the resulting feedwater system perturbation and again tripped the plant on low ste.m generator level. The root causes of these l two trips are being reviewed, but part of the problem may be due to the different performance characteristics of the new st::am generators.

resident inspectors recently identified a concern described in a recent LER with overlap testing ' of TS required instrumentation systems. The date of that meeting has been repeatedly postponed and will probably not be scheduled until after the Harassment and Intimidation enforcement issue is resolved. However, given that the MAP's determination of the adequacy of the PEP verification and validation (V&V) issue may be a long while off, the meeting with the Commission should not be delayed because the MAP's review l of the PEP V&V. is not yet completed..                            -due to the need to rereview the verification and validation effort, the MAP decided to push issuing the PEP report in the near future with three open items: 1) the acceptance of the

program and 3) how NU evaluates the adequacy and comprehensiveness of the PEP based on operating experience and inspection findings. He MAP instructed Rich Barkley to work with Dave Jaffe to finalize the PEP report in tht near future.
