3 1 PROCEEDINGS 2 CHAIRMAN ZECH: Good afternoon, ladies and 3 gentlemen. This is an affirmation session and we have one 4 item before us this afternoon. Before I ask the Secretary to 5 lead us through the item, do any of my fellow Commissioners 6 have any remarks?

7 (No response.)

8 Mr. Hoyle, please lead us through the item.

9 MR. HOYLE: Mr. Chairman, the item is SECY 86-352, e

10 which is a Request for Hearing on Shearon Harris' Exemption 11 Request.

12 The commission has under consideration a request 13 from two intervenors for a hearing on Carolina Power & Light's 14 requested exemption from the requirement for a full-scale 15 emergency preparedness exercise within one year of issuance of 16 a full power operating license.

17 Chairman Zach and Commissioners Roberts, Bernthal 18 and Carr have approved an order which we circulated to you 19 yesterday which denies the requested hearing, finding that 20 there are no material issues of fact that warrant a hearing.

21 Commissioner Asselstine is on official travel and unavailable 22 to participate.

23 May I have the four of you affirm your votes, 24 please.

25 CHAIRMAN ZECH: Aye.
