SUBJECT:
SUMMARY
OF MEETING REGARDING GROUNDWATERING MONITORING AND CONTROL, MCGUIRE NUCLEAR STATION, UNITS 1 AND 2 On July 9,1987 Mr. G. Staley, a hydraulic engineer with NRR's Structural and 1 Geosciences Branch, and the NRR Project Manager met with three members of Duke ! Power Company (S. LeRoy, D. Johnson, J. Brewer) to discuss and observe ground- l water monitoring and control at the site. The discussions were based upon i licensee's letters of October 31, 1984 and July 15, 1985 which requested ( changes to the Technical Specifications for interior groundwater monitors to i provide consistency between Technical Specification 3/4.7.13 and the as-built I capabilities of the Groundwater Monitoring System. j After receipt of the licensee's submittals, the NRR Project Manager had stated to the licensee that the requests do not address other apparent inconsistencies in TS 3/4.7.13 and that the present requests could not be granted unless these inconsistencies are also addressed by the change. Specifically, the licensee was requested to re-examine the various times provided for operation actions as a function of the predetermined rates-of-rise of the indicated groundwater levels, and to verify that limiting elevations would not be exceeded with the proposed TS change. The licensee stated that the original dewatering calcu-lations were not available and were being re-calculated using civil engineering records. As a basis for the meeting, NRR requested the licensee to discuss the limiting I criteria used for the underground drainage system. Specifically, the licensee i was requested to (1) provide details for the structural distress levels at 732 foot elevation with respect to relevant load combinations used in the structural j l design, (2) clarify whether the criteria were based upon forces acting upon j specific walls or upon buoyancy considerations, and (3) classify the type of ! distress that would occur at the limiting elevations. The licensee noted that upon completion of the dewatering calculations, this information and a revised request for change to the Technical Specification would be submitted. i l i l 8707310368 870723 PDR ADOCK 05000369 P PDR
