Letter, M. S. Tuckman to NRC,"McGuire and Catawba Transition to Westinghouse Fuel," December 2,1997 On January 27,1998, the staff met with Duke Energy Corpora MC) personnel to discuss DEC's proposed revisions of previously approved topical repo,"
.spport Catawba and McGuire's future transition from Framatome Cogema to Westinghouse fuel. Enclosure 1 lists the meeting participants. Enclosure 2 is the collection of slides prcvided by DEC; the first slide is the meeting agenda. The slides set forth details of DEC's presentation.
DEC personnel stated that the plan is to use Westinghouse MV5H fuel starting around the year 2000, and requested NRC support by:
o completing review of Westinghouse's WRB-2M topical, completing review of DEC's topical reports, reload reports, and Updated Final Safety o
Analysis Report markups consistent with DEC's reload schedule, o
agreeing to DEC's use of Westinghouse's July 88 PAD code revision without resubmittal by DEC, and o
concurring with DEC's use of the SIMULATE 3K code.
The staff stated that, based on DEC's presentation, 'he proposed topical report revisions appear to be minor, Lnd the staff will attempt to perform the required reviews within the current resources consistent with the relative priority of other licensing actions. The staff stated that there are currently no funds budgeted for contractor support; hence, any technical review c m p p,r: m q p c od i kf n

e Fuel Rod Analysis
+ Duke has a full technology transfer agreement with i
+ Duke fuel rod analysis scope will be consistent with current scope being performed for FCF fuel.
+ Duke will perform all PAD 7.0.4 analyses including fuel rod interface with ECCS analysis.
+ W has provided training in Charlotte.
+ Duke PAD analyses are now being reviewed by i
Westinghouse for consistency with licensing basis and methods. (Westinghouse letter to follow).

Fuel Rod Analysis Cont'd
+ Duke is seeking approval for use of current Westinghouse methods.
+ New Westinghouse fuel rod methods scheduled ~ July 98.
+ As part of NRC approval of Duke transition topical (fuel rod analysis chapter), Duke will ask for NRC approval for Duke to use new W methods without a second Duke submittal.
+ Duke would write a commitment letter to use Westinghouse's approved licensing basis for the new PAD methods.

Nuclear Design Changes
+ SER for DPC-1004A requires re-benchmarking for significantly different I
fuel designs than those in the database.
- Westinghouse MV5H will use Integral Burnable Absorbers (IFBA) and possibly l
WABA's also.
+ SIMLLATE-3K or ARROTrA for Rod Ejection

a Westinghouse Fuel with IFBAs
+ Benchmarking of1FBA cycles was performed on Sequoyah 2 cycles 5-7.
+ 24 axial levels and 4 radial nodes per assembly (current model detail).
+ Developed uncertainty factors using methodology in DPC-NE-1004A for Fm, F, & F. Uncertainties are bounded by those q
z in the Topical Report.

Rod Ejection Analysis
+ Currently approved for 3-D physics analysis of REA using ARROTTA.
+ Desire to use SIMLLATE-3K.
- Ease of use and consistency with steady-state codes and cross section libraries
- Easier to apply conservatisms
+ SIMLLATE-3K is submitted in the Oconee Chapter 15 Analysis, DPC-NE-3005-P.
