Meeting Notice by P. S. Tam, October 16,1997 On October 30,1997, the NRC staff met with Duke Energy Corporation (DEC or Duke) personnel to discuss matters related to the proposed improved Technical Specifications (ITS) for Catawba and McGuire nuclear stations (see individualletters from M. S. Tuckman to NRC, May 27,1997, for both Catawba and McGuire). Enclosure 1 is the list of meeting participants. .

Enclosure 2 is the meeting agenda. The licensee's handout materialis included as Enclosure 3 to this summary.

The licensee requi 4 tha meeting to explain the DEC structure, process, and implementation of the ITS at both tnu McGuire and Catawba sites. DEC policies toward supplementing the ITS submittal and preferences for the delivery of the draft Safety Evaluation (SE) were discussed.

DEC stressed the importance of the delivery times for both the draft and (nal SEs. Schedules for the implementation of the ITS program, which included DEC proprietary information, were handed out by DEC to the staff ior its information, none of which was kept by the staff and retumed to DEC at the end of the meeting. Beyond scope items in the ITS sobmittal were discussed and DEC agreed to rerei,ew its submittal and identify all beyond-scope items. DEC also agresd to review the format for the Robinson submittal and prepare a similar format for future staff use in Wordperfect format.

The NRC technical staff discussed issues related to formats for submittal of license amendment requests and their effect on review complexity. The staff also discussed its priority for completing in-house ITS reviews and its understanding of critical path items for the completion / implementation of the DEC ITS program. The staff stated that it intends to finish all in-house ITS applications before accepting new applications.

Regarding the schedule to complete the raview, the staff stated that the implementation schedule, discussed above, was reasonable and that, other than the NRC review period being approximately 1 year, no changes would have to be made to the planned implementation dates.

As requested by DEC, the staff agreed to submit comments on a section by section basis and in electronic format; however, meetings to discuss outstanding issues are encouraged only after a round of requests for additionalinformation and DEC responses are completed.
