In the Matter of ) Docket No. 50-327 Tennessee Valley Authority SEQUOYAll NUCLEAR PLANT (SQN) UNIT 1 - TECHNICAL SPECIFICATION (TS,1 CHANGE 89-24 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to license DPR-77 to change the TSg of SQN Unit 1. The proposed change requests a one-time extension of the 12-:onth ice-weighing interval as contained in Surveillance Requirement 4.6.5.1.b.2. TVA currently anticipates this one-time extension will be needed through April 1, 1990, Which is the projected schedule for the beginning of the Unit 1 Cycle 4 refueling outage. This ice-weighing surveillance can only be performed during shutdown; therefore, to avoid a prolonged mode 5 shutdown of the plant and to support scheduling of Unit 1 outage work activities, TVA requests that NRC response be provided by August 1, 1989.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. A copy of the calculation supporting the technical justification for this extension is provided in Enclosure 4. The methodology  ;

used in the Unit 1 calculat. ions is identical to that used for TVA's previously  !

approved one-time extension for SQN Unit 2 that was submitted to NRC on September 21, 1988 (TS 88-18).
