1 April 24, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-91 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility: Northern States Power, Monticello (DN 50253) Monticello, MN

Subject:

REACTOR SHUTDOWN TO REPLACE ELECTRICAL SPLICES The licensee reported that the Monticello Nuclear Power Plant would be shutdown Wednesday, April 26, 1978, to replace approximately 100 splices inside containment in safety related circuits. The splices are being replaced because documentation could not be found to support the qualifi-cation for the design basis accident environment. The shutdown is expected to last four days.

The licensee spent the weekend obtaining materials, qualifying person- MW nel, preparing procedures, and making preparations for the splice

_ = replacement. The new splices will be Ray Chem splices.

) The licensee intends to notify the news media of the outage. No Region III press release is planned.

RIII (Chicago) received notification of the intended shutdown by telephone from the licentee at 5:15 p.m. on April 21, 1978.
