uLNRC-3988 dated March i9, i999 The referenced letter transmitted a request for approval of Alternate Examination ISI 12A for Class I bolted connections inside the bioshield for Callaway Refueling Outage 10. In a telecon on June 11,1999 the Staff asked that we address bolting stresses on SA-453 Grade 660 material.

Callaway does not torque bolted connections to stress values greater than 100 ksi.

Typically, Callaway uses vendor supplied specifications for bolting torque. Timn values have historically been less than 70 ksi (for this material), usually on the order of 40 ksi. In the event that the vendor supplied specifications are not given (or there is no vendor, per se), the Callaway Bolting Manual ensures that torque values are maint aed at less than 95 ksi, for pipe flange applications and less than 81 ksi for metal to metaijoints for this material. The value of 95 ksi is the highest allowed, and wouid only be seen on connections that repeatedly leak, typically a much lower value is actually used.

The original request (referenced letter) requested approval of this Alternative Ili Examination for Callaway Refueling Outage 10. Code Case N-616 (BC-98-270, ISI 97-43) was approved at the ASME Main Committee meeting on May 21,1999. Based on this, Callaway requests approval of that the Alternate Examination requirements described in ISI- [7 f 12A for the remainder of the current inspection Interval (Interval 2). When the current /l Interval ends (December 19,2004) it is expected that the examinatic, requirements of the Code Case will be incorporated into the next revision of Regulatory Guide 1.147.
