CONFIRMATION OF ACTION - DOCKET NO. 70-1426

, This letter refers to the telephone conversation on August 15, 1986, between Mr. K. P. Barr of this office and you concerning the transportation accident involving three low enriched uranium hexafluoride cylinders in the Commonwealth of Virginia on August 15, 1986.

Based .upon the matters discussed, it is our understanding that the following actions will be taken:

1. Transnuclear, Inc. , will arrange for transport of the three c.vlinders to the Ba'ocock and Wilcox (B&W) Commercial Nuclear Fuels Division located in Lynchburg, Virginia in accordance with guidelines provided by the Commonwealth of Virginia.
2. Upon arrival of the cylinders at the B&W facility, Transnuclear, Inc.,

will confirm that no leakage of radioactive material is occurring. In addition, the cylinders are to be inspected for damage. NRC Region II will be informed of any cylinder damage and the proposed remedy.

3. Undamaged and/or repaired cylinders will be repackaged in replacement overpacks and loaded in accordance with applicable Department of Transportation regulations on to a transport vehic!e which has been modified to permit bolting of these cylinders, to the vehicle prior to leaving the B&W facility.
4. The NRC Region II will be informed of completion of the actions identified in this letter prior to the cylinders leaving the B&W facility.

If your understanding of our discussion is different from that stated above, please inform this office promptly.
